The Governor appointed the Hart-Miller Advi-
sory Board in 1981. The Board monitors the con-
struction of the Hart-Miller Spoils Area Dike and
advises the Governor of any problems in construc-
tion or operation.

The Governor's Commission on Health Care
Policy and Financing was created by the Governor
in February 1988. The Commission is conducting
a comprehensive review of the State's current health
care system in order to recommend ways to ensure
that all Marylanders have access to quality, cost-ef-
fective health care.
During its first year of operation, the Commis-
sion will give highest priority to determining: 1)
how much public and private funding will be avail-
able to provide health care under a range of eco-
nomic conditions; 2) the combination of
prevention, primary and acute care, and long-term
care services needed; 3) options for financing each
resource and creating financial and policy incentives
to achieve the desired mix of services; and 4) what

recommendations from task forces, commissions, or
other groups have significant implications for
health care policy and financing.

The Subcommittee on Long-Term Care, under
the Commission's direction, is evaluating the long-
term care needs of the frail elderly, the severely
retarded, the chronically ill, the chronically mentally
ill, substance abusers, individuals with AIDS, and
persons in need of rehabilitative services.

Under the Commission's direction, the Subcom-
mittee on Uninsured Persons is examining the prob-
lems experienced by uninsured or underinsured
persons in obtaining needed health care. The Sub-
committee also is studying the effect of the unin-
sured and underinsured on the health care system.

ance Benefits, under the Commission's direction, is
investigating the impact of mandated benefit laws,
including their benefits and economic and social
costs. The Subcommittee will make recommenda-
tions for policy and legislation.
