agricultural emergencies, such as droughts or
floods.

The Task Force was activated and charged with
monitoring and assessing the 1988 drought; coor-
dinating State assistance efforts which included fed-
eral, State, local and private participants; and ser-
ving as an information clearinghouse. Farmers
across the State shared information weekly with the
Task Force. From June through October 1988, the
Task Force made weekly reports to the Governor on
the status of the drought.

In 1988, Task Force members represented the
U.S. Department of Agriculture, Federal Crop In-
surance Corporation, National Agricultural Statis-
tical Service, University of Maryland, University of
Maryland Cooperative Extension Service, Mary-
land Farm Bureau, Maryland Grange, Delmarva
Poultry Industry, Inc., and the dairy industry.

At the request of the General Assembly, the
Governor established the Coordinating Council on
Alzheimer's Disease and Related Disorders in Sep-
tember 1986 (Joint Resolutions nos. 42 and 43,
Acts of 1986). The Council advises the Interagency
Committee on Aging Services about programs for
the elderly, services to victims of Alzheimer's disease
and their families, and coordination of State gov-
ernment programs and services in these areas. The
Council also monitors implementation of the rec-
ommendations made by the Task Force on
Alzheimer's Disease and Related Disorders.

In December 1986, the Council submitted a
preliminary report; in December 1987, an interim
report; and in December 1988, an additional re-
port. The final report will be submitted in Novem-
ber 1989.

The Governor created the Task Force on Animal
Testing in January 1989. The Task Force is to study
and make recommendations for the humane treat-
ment of animals used in laboratory experimenta-
tion, particularly in the testing of cosmetic and
household products.

The Task Force will review methods to lessen the
pain and suffering of animals used in testing and
reduce the number of animals required for testing.
The Task Force also will study scientifically accurate
alternatives to whole animal testing, such as tissue
and cell culture techniques.

By July 1, 1989, the Task Force is to submit a
report to the Governor.

The Asbestos Oversight Committee was estab-
lished by the Governor in November 1987 (Exec-
utive Order 01.01.1987.22). The Committee
reviews and coordinates asbestos survey and abate-
ment activities involving State employees and facil-
ities.

The Committee develops and annually updates
the Asbestos Management Plan. Asbestos policy,
procedures, and practices are reviewed, evaluated,
and promulgated by the Committee consistent with
