The Upper Potomac River Commission was
established in 1935 (Chapter 409, Acts of 1935).
It supervises the Savage River Dam, which regu-
lates the flow of the Potomac River. The Commis-
sion has jurisdiction over the water resources of
Allegany County and Election District 4 (Bloo-
mington) in Garrett County
The Commission consists of three members ap-
pointed for six-year terms. The Governor appoints
the chairperson, and the Allegany County and Gar-
rett County Boards of County Commissioners each
appoint one member.

The Advisory Council on Disabilities Issues was
formed by the Secretary of Natural Resources in
1985. The Council advises the Department on is-
sues related to the accessibility of Departmental
facilities, programs, activities, and job opportunities
to disabled persons. Council members are ap-
pointed by the Secretary of Natural Resources
(Code Natural Resources Article, sec. l-102(d)).

The Board of Review advises the Secretary of
Natural Resources on Department administration
or operations. The Board also hears and determines
appeals from certain decisions of the Secretary of
Natural Resources or any agency of the Depart-
ment. Such appeals concern decisions subject to
judicial review under the Administrative Procedure
Act or other law.
The seven members of the Board are appointed
to three-year terms by the Governor with the advice
of the Secretary and Senate advice and consent. At
least four must be members of the general public.
The Governor designates the chairperson (Code
Natural Resources Article, secs. 1-106,1-107).

In 1969, the Secretary of Natural Resources was
authorized to create an advisory board for the De-
partment (Chapter 154, Acts of 1969). The Secre-
tary determines the size of the Board. Members
represent professional areas or fields of endeavor
with which the Department is concerned (Code
Natural Resources Article, sec. 1-105).
