The Board of Boiler Rules was established in
1920 (Chapter 676, Acts of 1920). The Board
formulates definitions, rules, and regulations for the
safe construction, use, installation, maintenance,
repair, and inspection of boilers and pressure vessels
for sale or for use in Maryland.
The Board is composed of eight members. Seven
are appointed to four-year terms by the Governor
with the advice of the Secretary of Licensing and
Regulation and Senate advice and consent. Of the
appointed members, one each represents the own-
ers and users of power boilers, the owners and users
of heating boilers, the owners and users of pressure
vessels, the manufacturers or assemblers of boilers
or pressure vessels, and a company licensed to in-
sure boilers or pressure vessels. One must be a
mechanical engineer on the faculty of a recognized
engineering college, and one must be a licensed
professional engineer with boiler or pressure vessel
experience. An eighth member is appointed by the
Secretary to represent consumers. The Commis-
sioner of Labor and Industry serves as an ex officio,
nonvoting member. With the advice of the Secre-
tary, the Governor designates the chairperson. Au-
thorization for the Board continues until July 1,
1994 (Code 1957, Art. 48, secs. 167-180A).

The Employment Agency Advisory Board was
instituted in 1969 (Chapter 431, Acts of 1969).

The Board assists the Commissioner of Labor and
Industry in formulating rules and regulations to
license, regulate, and inspect private, fee-charging
employment agencies, including theatrical agen-
cies, that operate in Maryland.
The Board consists of seven members appointed
to four-year terms by the Commissioner of Labor
and Industry with the approval of the Governor and
the Secretary of Licensing and Regulation. Three
members represent employment agencies, and four
represent the public. The Secretary of Licensing and
Regulation designates a public member to serve as
chairperson. Authorization for the Board continues
until July 1,1994 (Code 1957, Art. 56, secs. 161-
170).

The Occupational Safety and Health Advisory
Board was formed in 1955 as the Occupational
Safety Advisory Board (Chapter 44, Acts of 1955).
The Board adopted its present name in 1968
(Chapter 530, Acts of 1968).
The Occupational Safety and Health Advisory
Board formulates and proposes to the Commis-
sioner of Labor and Industry rules and regulations
to prevent accidents and occupational diseases in
every occupation or place of employment in Mary-
land.
The Board consists of eleven members ap-
pointed for six-year terms by the Commissioner of
Labor and Industry with the approval of the Secre-
tary of Licensing and Regulation. Two members
represent industry, two represent labor, two repre-
sent health professions, one represents agriculture,
one represents businesses regulated by the Public
Service Commission, and three represent the gen-
eral public. The Commissioner of Labor and Indus-
try designates a public member as chairperson.
Members are selected for their experience and com-
petence in the field of occupational safety and
