and registers private homes giving day care services
to children. The Administration maintains a central
registry of reported child abuse cases.

The Executive Director of Social Services is ap-
pointed by the Secretary of Human Resources
(Code 1957, Art. 88A, sec. 2).

In each county; the local department of social
services has a nine-member board of social services.
Board members are appointed to three-year terms
by the local governing authority One member is a
member of the local governing body, designated to
serve ex officio. In Baltimore City, the board is called
the social services commission. The Mayor appoints
its members to six-year terms. The Mayor and the
Commissioner of Health serve ex officio (Code
1957, Art. 88A, secs. 1, 2, 4,14,14A).

The Certified Adult Residential Environment
Program was established within the Social Services
Administration in 1986 (Chapter 626, Acts of
1986). The Program houses and serves adults who,
because of disability require a supportive housing
arrangement to reside in the community

The Program develops, certifies, and monitors
"care" housing and provides for case management
to disabled individuals who reside in that housing.
The Program also arranges supportive services for
disabled people in "care" housing.

The Advisory Board for the Certified Adult Res-
idential Environment Program consists of seven
members. Three, including two legislators, are ap-
pointed by the Governor. The other four members
are designated respectively by the Secretary of
Human Resources, the Secretary of Health and
Mental Hygiene, the State Superintendent of

Department of Human Resources/311

Schools, and the Director on Aging (Code 1957,
Art. 88A, secs. 138-143).

INCOME MAINTENANCE

The Income Maintenance Administration, for-
merly part of the Social Services Administration,
was established first by Executive Order and then
by law in 1980 (Chapter 26, Acts of 1980). The
Income Maintenance Administration is the central
coordinating and supervisory agency of all public
assistance programs in the State (Code 1957, Art.
88A, sec. 1A). These programs include Aid to Fam-
ilies with Dependent Children, Medical Assistance,
General Public Assistance, and Food Stamps.

The Administration certifies eligible low-income
families for Medical Assistance. In agreement with
the U.S. Department of Agriculture, the Adminis-
tration also directs the Food Stamp program.

The Administration works through local depart-
ments of social services and sets policy for them to
determine eligibility for financial assistance, Medical
Assistance, and Food Stamps. In Baltimore City
and in each county the local director of social ser-
vices administers public assistance programs subject
to the supervision, direction, and control of the
Income Maintenance Administration.

Seven offices are part of the Administration:
Public Assistance, Program Integrity, Reid Opera-
tions, Corrective Action, Program Support, Admin-
istrative Services, and Legislation and Audits. The
Administration also includes three units: Fair Hear-
ings, Quality Control, and Special Investigations.

The Executive Director is appointed by the Sec-
retary of Human Resources.
