OFFICE OF LOCAL GOVERNMENT TECHNICAL
ASSISTANCE

The Office of Local Government Technical As-
sistance administers the Maryland Town Manager
Circuit Eider Grant Program. Through this pro-
gram, professional managers serve several small
communities at once, thereby providing these
towns with an increased capability to meet their
citizens' needs. The Office also is responsible for the
Rural Development Program; the Joint Funding
Committee, which identifies housing and commu-
nity development needs and coordinates federal
and State resources to meet those needs, and the
Small Urban Waterfront Development Program,
which addresses the needs of small waterfront com-
munities by coordinating State and federal re-
sources for community development. In addition,
the Office carries out responsibilities related to im-
plementation of the Community Development
Block Grant Small Cities Program and provides
technical assistance, including water and sewer rate
analysis, to local jurisdictions.

To facilitate liaison and coordination with the
three western counties, the Office maintains the
Department's Western Maryland regional develop-
ment office in Hagerstown.

SMALL CITIES COMMUNTTY DEVELOPMENT
BLOCK GRANT PROGRAM

Maryland assumed administration of the Small
Cities Community Development Block Grant Pro-
gram in 1987. The Program was formerly under the
U.S. Department of Housing and Urban Develop-
ment. The Program funds eligible "nonentitlement"
local governments to carry out comprehensive
community development, including housing, eco-
nomic development, commercial revitalization, and
community infrastructure. The work must benefit
low- and moderate-income families; help prevent
or eliminate slums and blight; or meet urgent local
community development needs. Funds for special
projects, including imminent threat grants to com-
munities, also are provided by the Program.

The Program uses funds in ways that comple-
ment and extend State assistance programs and
public-private partnerships.

Housing and Community Services Programs
provides technical assistance as well as grants and
loans. This aid is available to local governments,
small developers, and nonprofit organizations tc
help secure and preserve affordable housing and

provide community services to Marylanders of low
and moderate income. The programs are adminis-
tered through three Offices: Community Services;
Housing Assistance; and Weatherization Assis-
tance.

The Office of Community Services administers
the Community Services Block Grant Program.
Formerly under the Department of Human Re-
sources, the Program became part of the Depart-
ment of Housing and Community Development in
1987. Block Grant funds are granted for adminis-
trative and program costs so local agencies may
serve the poor of their communities. These funds
are allocated to twelve community action agencies
and four limited-purpose agencies operating in the
1 State.

Agencies funded by the Community Services
Block Grant Program include: Allegany County
Human Resource Development Commission, Inc.;
Anne Arundel County Economic Opportunity
Committee, Inc.; Baltimore City Urban Services
Agency; Human Resources Development Agency
of Baltimore County, Inc.; Dorchester Community
Development Corp.; Frederick Community Cen-
ter; Garrett County Community Action Commit-
tee, Inc.; Howard County Community Action
Council, Inc.; Montgomery County Community
Action Agency; Washington County Community
. Action Council, Inc.; Shore Up!, Inc.; Southern
Maryland Tri-County Community Action Commit-
1 tee, Inc.; United Communities Against Poverty;
. Maryland Food Committee; Maryland Rural De-
velopment Corp.; Spanish-Speaking Community
of Maryland, Inc.

The Office also is responsible for the Division's
work to aid the homeless. Through administration
of the State's Comprehensive Homeless Assistance
Plan as well as the Emergency Shelter Grant Program
and theEmergency Community Services Homeless Pro-
gram for local governments and community action
agencies, shelter and services are provided to per-
[ sons without a home.
