Formerly the Office of Food and Product
Health, the Office of Food Protection and Con-
sumer Health Services received its present name in
1988. The Office prevents disease, disability and
death by eliminating or minimizing exposure to or
consumption of unsafe commodities and sub-
stances. This is accomplished through control of the
manufacture, distribution, and sale of milk, food,
and consumer products; and establishment and
enforcement of regulations regarding migratory
labor camps, pools, mobile home parks, camp-
grounds, youth camps, and outdoor music festivals.

OFFICE OF EPIDEMIOLOGY AND
DISEASE CONTROL

The Office of Epidemiology and Disease Con-
trol works to control all communicable diseases
affecting people in Maryland. Through the Epide-
miology and Disease Control Program, the Office
strives to contain hard-to-control diseases, such as
hepatitis, influenza, sexually-transmitted diseases,
and rabies. The Office also works to control acute
communicable diseases, tuberculosis, nosocomial
infections, and animal-borne diseases transmittable
to humans. In addition, the Office oversees health
programs for refugees and migrants.

OFFICE OF DRUG CONTROL

Formerly under the Office of Licensing and Cer-
tification, the Division of Drug Control was reor-
ganized in 1987 as the Office of Drug Control and
placed under the Community Health Surveillance
and Laboratories Administration. The Office en-
forces provisions of the Controlled Dangerous Sub-
stance Act (Code 1957, Art. 27, secs. 276-302).
The Office ensures the availability of drugs for

Department of Health & Mental Hygiene/265

legitimate medical and scientific purposes while
working to prevent drug abuse. Office programs
primarily deal with physicians, dentists, veterinari-
ans, pharmacists, manufacturers, distributors, non-
pharmacy establishments, and pharmacies.

Formerly the Laboratories Administration, the
Laboratories Office became part of the Community
Health Surveillance and Laboratories Administra-
tion in 1987. The Office has broad responsibilities
for making a wide variety of laboratory tests to help
physicians and health officials prevent, diagnose,
and control human diseases. The Office performs
examinations in connection with the enforcement
of the State's health laws, and the chemical, micro-
biological, and radiological surveillance of the envi-
ronment related to foods, waters, sewage, air,
Pharmaceuticals, hazardous wastes, and bedding
and upholstery. Laboratory tests are conducted to
support State occupational safety and health regu-
lations and to enforce pure food and drug laws.

The Office licenses all medical laboratories, tis-
sue banks, and physician office laboratories to en-
sure that they comply with standards and personnel
qualifications. It also certifies and periodically in-
spects laboratories that examine water and dairy
products for shipment out of Maryland. In addition
to the central laboratory in Baltimore, the Office
oversees eight branch laboratories throughout the
State.

The Family Health Administration was formed
by the Department in 1987. The Administration is
responsible for the Office of Chronic and Rehabili-
tation Facilities, which oversees Deer's Head Cen-
ter, Montebello Center, and Western Maryland
Center; the Office of Maternal and Child Health;
and the Special Supplemental Food Program for
Women, Infants, and Children (WIC) administered
by the WIC Office.
