Winfield M. Kelly, Jr., the Secretary of State, was
born on September 2, 1935, in Prince George's
County, Maryland, the son of Winfield M. Kelly, Sr.,
and Margaret Gwinn Kelly
Secretary Kelly has a long distinguished career
of public service. In 1970, Mr. Kelly was elected a
County Commissioner in Prince George's County
In 1971, he was elected Chairman of the Board of
County Commissioners. With the adoption of the
charter form of government, Mr. Kelly ran for and
was elected to the first County Council of Prince
George's County, and served as its first chairman
until 1974. He successfully campaigned and won
the County Executive's position in 1974. As
County Executive, he was the chief executive officer
of the second most populous subdivision within the
State of Maryland.
From May 1985 to November 1988, Mr. Kelly
served as President of Prime Cable of Maryland. The
cable system served 135, 000 residents in northern
Prince George's County. Since 1985, he has served
as Chairman of the Board and Chief Executive
Officer for Dimensions Health Corporation.
Dimensions is a not-for-profit community
corporation formed to direct six health care
institutions—Prince George's Hospital Center;
Greater Laurel Beltsville Hospital; Bowie Health
Center; Gladys Noon Spellman Nursing Center;

Madison Manor Nursing Home; and Affiliated
Enterprises, Dimensions' for-profit subsidiary.
The Secretary serves on numerous boards and
commissions, among which are the
Apartment/Office Building Association, and the
Alcohol Beverage Committee. He has served as
President and continues as Board Member of the
Business and Industry Advisory Council to the
Prince George's County School System, and as
Director of The First American Bank of Maryland.
Until his appointment as Secretary of State, he
served as a Board Member of the Maryland State
Chamber of Commerce.
Secretary Kelly is a member of the Knights of
Columbus. He also served as Lector and Cantor at
Saint Jerome's Catholic Church.
The recipient of many awards, Mr. Kelly was
selected as Jaycee International Senator, the highest
award of the Jaycee organization. He was chosen
one of the five outstanding young Marylanders. He
also was recognized by C & P Telephone Company
for their annual Citizenship Award, and by the
Prince George's County Human Relations
Commission for their Community Service Award.
Secretary Kelly is married to the former Barbara
Doolittle. They have seven children and nine
grandchildren. The Kellys reside at 12404 Pleasant
Prospect Road, Mitchellville, Maryland 20716.
