The Infants and Toddlers' Program Interagency
Coordinating Council was established by the Gov-
ernor in 1988 in accordance with amendments to
the federal Education of the Handicapped Act (PL.
99-457). Under the federal law, funds are alloted
for Maryland to provide early intervention services
statewide for handicapped infants and toddlers,
from birth through two years of age. The State
Department of Education has been designated by
the Governor to administer the federal early inter-
vention program in Maryland (Executive Order
01.01.1988.15).
The Interagency Coordinating Council helps
develop and implement the early intervention pro-
gram. The Council assists with interagency agree-
ments and the identification of resources. The
Council also serves as an advisory board for the
program. To ensure interagency coordination and
delivery of early intervention services, the
Governor's Subcabinet for Children and Youth
monitors the program.

The Division of Compensatory Education and
Support Services was created in 1988. It adminis-
ters and supervises federal and State programs for
economically and socially deprived children. The
Division works with local education agencies
(LEAs) to develop, implement, and evaluate edu-
cational programs for educationally disadvantaged
children as authorized by federal law (EL. 100-
297) and State law (Code Education Article, sec.
5-202). The Division coordinates in- and out-of-
state migrant education programs and supervises

educational programs for neglected and delinquent
children in local and State juvenile institutions and
adult correctional institutions. The Division also
assists LEAs in increasing parent participation in the
education of their children.
The Division helps local education agencies and
community-based organizations develop, imple-
ment, and evaluate programs in guidance, pupil
personnel, psychology, health, career employabihty
development, and alternative programs for disrup-
tive and at-risk students. The Division administers
the allocation of federal and State funds to local
education agencies serving these youth. The Divi-
sion also coordinates activities to ensure that home-
less children and youth have access to a free,
appropriate education.

The Division of Vocational-Technical Education
administers and evaluates vocational-technical edu-
cation in the State. The Division helps educational
and related agencies, institutions, organizations,
businesses, and industries to develop, evaluate, and
improve educational and training programs.
Programs administered by the Division are of-
fered in both public and private institutions and are
available to students of all ages.
