Four Divisions are administered by the Bureau
of Educational Development: Instruction; Special
Education; Compensatory and Support Services;
and Vocational-Technical Education.
DIVISION OF INSTRUCTION

The Division of Instruction formulates instruc-
tional guidelines for elementary and secondary
schools and recommends diese guidelines to the
State Superintendent of Education. Guidelines
cover curriculum and adult continuing education in
public schools and State agency educational pro-
grams. The Division evaluates education programs
for compliance with the accountability program;
trains staff; audits programs; and sponsors confer-
ences on curriculum for county school personnel.
With the Department of Health and Mental Hy-
giene, the Division also sets standards and guide-
lines for school health programs.

Established in 1988, the Division of Special
Education administers State and federal programs
for handicapped children and youth. In compliance
with State and federal mandates, the Division helps
local education agencies (LEAs) provide educa-
tional programs for all handicapped children and
youth. The Division ofFers assistance to parents
seeking public special education for their handi-
capped children. To provide a comprehensive ser-
vice network to handicapped children, the Division
also cooperates and collaborates with other State
agencies.
The Division assists local education agencies
with individual education plans, nondiscriminatory
testing, early childhood programs, personnel devel-
opment, and program evaluation. It also supervises
educational programs and services in approved
public and private institutions and assesses the ed-
ucational needs of children with profound or com-
plex handicaps.
