Annual Report to Governor & General Assembly.
The Office for Handicapped Individuals was
established within the Office of the Governor in
1984 (Chapter 295, Acts of 1984). Formerly, it was
named the Office for the Coordination of Services
to the Handicapped.
The Office identifies and evaluates programs and
services for handicapped citizens in the State. It
collects information to identify needs and gaps in
services and programs; coordinates and supports
public and private agencies that provide services
and programs to the handicapped; and provides an
information and referral service.
The Office identifies barriers to the delivery of
adequate services and recommends corrective pro-
cedures. It monitors and encourages State govern-
ment compliance with laws and policies that affect
handicapped individuals. Annually, the Office re-
ports to the Governor on the status of services and
programs and recommends to the Division of Cap-
ital Programs capital budget projects to improve
access to State-owned facilities. The Office also
meets with and provides technical assistance to the
State Advisory Council for Handicapped Individu-
als on at least a quarterly basis; and promotes the
designation of local or regional offices to coordinate
services to the handicapped.
Within the Office for Handicapped Individuals
are the State Advisory Council for Handicapped
Individuals, the Maryland State Planning Council
on Developmental Disabilities, the Governor's
Committee on Employment of the Handicapped,
and the State Coordinating Council for Residential
Placement of Handicapped Children.
Authorization for the agency continues until
July 1,1994 (Code State Government Article, secs.
9-1101 through 9-1110).

The State Advisory Council for Handicapped
Individuals advises the Office for Handicapped In-
dividuals in carrying out its duties; reviews state-
wide activities for the handicapped; and fosters
coordination and support for programs for the
handicapped.
The Council consists of twenty-eight members.
Appointed by the Governor, twenty-four members
represent public and private agencies and handi-
capped individuals. Four members serve ex officio
(Code State Government Article, secs. 9-1106
through 9-1109).
