Supervisor a/Assessments: Appointed by the State
Department of Assessments and Taxation for an
indefinite term from a list of five persons submit-
ted by the Board of County Commissioners or
County Council, the Mayor of Baltimore City, or
the County Executive with Council approval
(Code 1957, Art. 81, sec. 233).
ELECTIONS
Board of Supervisors of Elections: Appointed for
two-year terms by the Governor with the consent
of the Senate. The Board consists of three mem-
bers, one of whom must be a minority party mem-
ber, and two substitute members (except in Prince
George's County which has three substitute mem-
bers). In Caroline, Dorchester and Kent counties
members are appointed with the advice and con-
sent of the House of Delegates if there is no resi-
dent Senator for those counties. Board members
and substitutes may not hold any public, party, or
political club office or be a candidate for any such
office (Code 1957, Art. 33, sec. 2-1).
Permanent Board of Registry: One member ap-
pointed by the majority members of the Board of
Supervisors of Elections and one member ap-
pointed by the minority member of the Board of
Supervisors of Elections (Code 1957, Art. 33, sec.
3-10).
PUBLIC SAFETY
Director of Emergency Management and Civil De-
fense: Appointed by the Governor for an indefi-
nite term (Code 1957, Art. 16A, sec. 7).
Deputy Medical Examiner: Appointed by the
Maryland Post-Mortem Examiners Commission
for an indefinite term (Code Health—General Ar-
ticle, sec. 5-306).

HEALTH
Health Officer: Nominated by the county and ap-
pointed for an indefinite term by the Secretary of
Health and Mental Hygiene. The Health Officer is
the executive officer and secretary of the county
Board of Health (Code Health—General Article,
sees. 3-301 through 3-309).
Board of Health: The governing body of the coun-
ty serves ex officio as the local board of healih
(Code Health—General Article, sees. 3-201,
3-202).
Physical Fitness Commission: Appointed by the
Governor upon recommendation of the Secretary
of Health and Mental Hygiene for indefinite
terms. The Commission is composed of fifteen to
twenty-five members in each county and Balti-
more City. The Secretary of Health and Mental
Hygiene designates the chairperson (Code
Health—General Article, sees. 13^10, 13-411).
Citizens Nursing Home Board: Appointed by the
governing body of the county for three-year
terms. The Board consists of ten members. One
member must represent the governing body of the
county. The Board selects its own chairperson
(Code 1957, Art. 25, sec. 254).
Mental Health Advisory Committee: Appointed by
the governing body of the county. The Committee
has one representative from each of the following:
the county governing body, the school board, the
social services board, practicing physicians, other
mental health professionals, the clergy, the legal
profession, and the mental health association. The
Committee also includes a past or present mental
health care recipient, a relative of a mental health
care recipient, and at least three public members.
A representative of the county residential unit of a
State facility also serves on the Committee. If
there is more than one State facility with a resi-
dential unit in the county, the representatives
from these units serve on a rotating basis. Such
representatives, except in Baltimore City, are ap-
pointed by the Director of the State Mental Hy-
giene Administration. In Baltimore City, the Bal-
timore City Commissioner of Health may appoint
one representative of its community mental health
centers. The county health officer and regional
mental health director serve ex officio. Members
serve three-year terms and elect their own officers
annually (Code Health—General Article, sees.
10-308 through 10-312).
