The Board of Trustees of the State Universities
and Colleges originated in 1963 as the Board of
Trustees of the State Colleges (Chapter 41, Acts
of 1963). Established to direct and manage the
four-year public colleges of the State, the Board of
Trustees of the State Colleges was renamed the
Board of Trustees of the State Universities and
Colleges in 1976 (Chapter 917, Acts of 1976).
That same year the University of Baltimore was
designated as an upper division academic institu-
tion, and Towson State College became Towson
State University.
The Board of Trustees submits an annual report
each January to the Governor and the General
Assembly. The report summarizes Board activities
and includes a financial statement and statistical
data pertaining to institutions under its aegis.
For distribution within the State University and
College system, the Board publishes a manual en-
titled Laws Relating to and Governing Policies and
Procedures of the Board of Trustees of the State
Universities and Colleges of Maryland. The manu-
al provides administrative guidelines for operation
of the State universities and colleges. The Board
also publishes a quarterly newsletter, Update.
Appointed by the Governor, the Board consists
of fifteen members. Fourteen are public members
who serve five-year terms, and one is a student
who serves a one-year term. The student member
is appointed in rotation from the various State
colleges and universities in the order of their date
of chartering (Code Education Article, sees.
14-101 through 14-111, 14-201, 14-301).

BOARDS OF VISITORS OF THE STATE
UNIVERSITIES AND COLLEGES
In 1969, a Board of Visitors was created for
each institution under the jurisdiction of the
Board of Trustees of the State Universities and
Colleges (Chapter 799, Acts of 1969).
The Board of Visitors assists its college or uni-
versity president in setting institutional goals and
evaluating progress. The Board makes recommen-
dations and assists in preparation of the annual
institutional budget, development of institutional
facilities, and development and implementation of
community related programs. The Board aids in
the development of community and private sup-
port for the institution, and selection of a presi-
dent. Each Board also carries out responsibilities
delegated to it by the Board of Trustees of the
State Universities and Colleges, or by the presi-
dent of the institution.
Each Board of Visitors consists of nine mem-
bers. The Governor appoints seven members for
five-year terms. The other two members include a
faculty member elected to a two-year term by the
faculty of the college or university, and a student
member elected to a one-year term by the student
body of the college or university (Code Education
Article, sec. 14-107).
