Formerly under the Department of Economic
and Community Development, the Tri-County
Council for Western Maryland was established as
an independent agency in 1986 (Chapter 861,
Acts of 1986). The Council is an association of
the local governments of Allegany, Garrett and
Washington counties and serves as a regional
planning and development agency for the tri-
county area. By effectively using State aid, the
Council fosters the physical, economic, and social
development of Western Maryland.
The Council is authorized to develop and
reevaluate the General Development Plan for
Western Maryland at least every four years. Local
government loan or grants-in-aid applications sub-
mitted to the Council or the State Intergovern-
mental Assistance Clearinghouse fall under Coun-
cil review as do local plans, project proposals, and
ordinances affecting areas beyond the boundaries
of local government but within Western Mary-
land.
To facilitate planning, the Council may prepare
studies of the region's resources, gather and ana-
lyze social and economic data, and join with other

government agencies, educational institutions, and
private organizations in coordinating research.
The Council also may monitor and coordinate any
additional research programs that serve Western
Maryland, except those subject to State or federal
control.
The Council cooperates with and provides plan-
ning assistance and information to local, State and
federal government.
Annually, the Council submits its proposed
work program and operating budget for the fol-
lowing fiscal year to the Department of Housing
and Community Development.
A twenty-one member body, the Council in-
cludes from each county: three representatives of
county government who are appointed by the
county commissioners, and one elected municipal
official chosen by the respective municipal govern-
ments of the county. Also serving on the Council
are House of Delegates members who represent
Allegany, Garrett and Washington counties, and
two members of the Senate who reside in the tri-
county area (Code 1957, Art. 20A, sees. 1-101
through 3-102).

The Uninsured Employers' Fund Board was
created in 1983 to protect workers whose employ-
ers are not insured under Workmen's Compensa-
tion (Chapter 576, Acts of 1983). The Board su-
pervises the operation and administration of the
Uninsured Employers' Fund (Code 1957, Art.
101, sees. 90-102).
The Board's three members are appointed to
four-year terms by the Governor with the advice
and consent of the Senate. One member each rep-
resents management, labor, and the public.
