physically and emotionally disabled individuals as
defined by the Rehabilitation Act of 1973, as
amended; 2) develop a climate of public awareness
and understanding of barriers to employment that
disabled individuals face and of the laws that en-
sure equal opportunity; and 3) promote an under-
standing among handicapped individuals of op-
portunities available for habilitation and
rehabilitation so that more will develop marketa-
ble job skills.

The Committee consists of thirty-five members.
The Governor appoints Committee members for
three-year terms and designates the chairperson.

STATE COORDINATING COUNCIL
FOR RESIDENTIAL PLACEMENT OF
HANDICAPPED CHILDREN

The State Coordinating Council for Residential
Placement of Handicapped Children was created
by the Governor in 1982 (Executive Order
01.01.1982.09). In 1987, the Governor reestab-
lished the Council within the Office for Handi-
capped Individuals (Executive Order 01. 01. 1987.
10). The Council has developed procedures for the
operation of Local Coordinating Councils to as-
sure that those handicapped children who need
group homes or private child care institutions are
placed there in a timely fashion.

With the Local Coordinating Councils, the
State Coordinating Council plans, coordinates,
and monitors multiple-agency services for handi-
capped children in residential placements and for
those requiring residential placement. It also
maintains a multiple-agency information system
that assures agency accountability to handicapped
children and enables the State to plan for needed
services.

The State Coordinating Council consists of the
Secretary of Health and Mental Hygiene, the Sec-
retary of Human Resources, and the State Super-
intendent of Schools, or their designees. The Di-
rector of the Office for Handicapped Individuals
serves ex officio as a non-voting member.

CITIZENS OVERSIGHT COMMITTEE

The Hart-Miller-Pleasure Island Citizens Over-
sight Committee was created in 1981 (Chapter
587, Acts of 1981). The Committee monitors the
redeposit of spoil and Baltimore County tributary
spoil within five miles of the Hart-Miller-Pleasure
Island chain in Baltimore County. It also hears
and disposes of complaints lodged by individuals
affected by this spoil.

The Governor appoints the Committee's twelve
members. They include two trustees from the
Maryland Environmental Trust; one individual
each from the North Point Peninsula Community
Coordinating Council, Essex Middle River Civic
Council, Inc., Baltimore County Waterman's As-
sociation, Greater Dundalk Community Council,
and Hart and Miller Island Area Environmental
Group, Inc.; and one representative each of the
pleasure boating industry and of the sport fishing
or crabbing industry in Baltimore County. The
Committee also includes two interested citizens
who reside in the 6th and 7th Legislative Districts
respectively (Code Natural Resources Article, sec.
8-1602.2).
