Close liaison between the State Board and all lo-
cal boards is a most important function of the
agency.
The State Board consists of five members ap-
pointed by the Governor with the advice and con-
sent of the Senate for four-year terms. Three
members must be of the same political party as
the Governor, while two members represent the
party that received the second greatest number of
votes in the most recent gubernatorial election.
The Board selects its own officers.
The Governor appoints the State Administrator
of Election Laws for a six-year term. The State
Administrator performs all duties assigned by law
and/or by the State Board. In addition, the State
Administrator receives and audits financial re-
ports of candidates required under the Election
Code. The State Administrator also serves as Sec-
retary to the Board of State Canvassers (Code
1957, Art. 33, sees. 1A-1, 3-l(c), 16B-2, 18-1).
The State Administrative Board of Election
Laws publishes Registration and Election Laws of
Maryland 1986, which is for sale to the public.
The Board also has available primary and general
election returns beginning with 1948. More recent
returns are published in booklet form. Prices

The Maryland Employees Retirement Review
Board was established in 1974 to hear appeals by
individual State employees, including members of
the Teachers' Retirement System, whose applica-
tion to continue employment after the mandatory
retirement age of seventy has been denied by their
agency (Chapter 720, Acts of 1974).
The Board consists of seven members: the Sec-
retary of Personnel or designee; the State Director

partment of Health and Mental Hygiene; a mem-
ber of the Board of Trustees of the Teachers' Re-
tirement System; and three members appointed by
the Governor for four-year terms (Code 1957,

The Energy Overcharge Restitution Trust Fund
was established in 1984 (Chapter 759, Acts of
1984). Credited to the Fund are refunds received
by the State to redress violations of federal petro-
leum pricing regulations, and gifts accepted by the
State expressly designated to help individuals with
weatherization and energy assistance. The Treas-
urer of the State is responsible for management of
the Trust Fund.
The Board of Trustees for the Trust Fund de-
velops plans for the use of the Fund and acts to
obtain for it all energy overcharge refunds and
judgment awards to which the citizens of the
State have legal entitlement. According to pre-
