the Corporation develops vacant or unused indus-
trial sites and facilities, and other economic re-
sources in which the private sector has shown no
significant interest or development capability.

The Corporation operates in economically dis-
tressed areas of the State. It assists State and local
economic development agencies in their efforts to
expand, modernize, and retain businesses, as well
as to attract new ones.

The Board of Directors is appointed by the
Governor with the advice and consent of the Sen-
ate. It consists of twelve members, including two
ex officio, voting members. Members serve four-
year terms (Code 1957, Art. 41A, sees. 5-101
through 5-116).

The Education Coordinating Committee was
created in 1976 to coordinate the policies and ac-
tivities of the State Board of Education, the State
Superintendent of Schools, the State Board for
Higher Education, and the Commissioner for
Higher Education (Chapter 538, Acts of 1976).
The Committee studies and makes recommenda-
tions regarding educational policies that concern
or affect elementary, secondary or higher educa-
tion.

The Committee consists of eight members: three
members of the State Board of Education selected
by its president; three members of the State Board
for Higher Education selected by that Board's

chairperson; the State Superintendent of Schools;
and the Commissioner of Higher Education (Code
Education Article, sees. 24-101 through 24-105).

Created in 1969, the State Administrative Board
of Election Laws exercises supervision over the
conduct of voter registration and elections in the
State (Chapter 555, Acts of 1969). The Board
adopts rules and regulations to assist local boards
of supervisors of elections with respect to elec-
tions, voting, and voter registration. The Board
has authority to review, approve, certify, and
decertify voting systems and to adopt regulations
relating thereto. The Board administers the Fair
Election Practices Act, which regulates the financ-
ing of campaigns for State and county offices. In
addition, the Board serves as a depository for
election records and other relevant election infor-
mation. Annually, the Board reports to the Gen-
eral Assembly and includes recommendations for
changes in the Election Code to assure its uniform
administration and improve procedures.

The law mandates additional responsibilities for
the Board. In odd-numbered years, the Board
convenes a meeting with all members of boards of
supervisors of elections of the counties and Balti-
more City to instruct them, their designated em-
ployees, and counsel on their duties in the con-
duct of elections. The Board also administers the
voter registration-by-mail program.

Not prescribed by law but necessary to the ef-
fectiveness of the overall program are the review
and monitoring of all election bills, constitutional
amendments, and related referenda matters. Staff
assistance is available to members of the General
Assembly for consultation on election-related leg-
islation. Local boards are advised of legislative
hearing schedules and the status of pertinent bills.
