votes made by the city and county boards of can-
vassers. The Board declares who is elected and de-
livers a certified determination of election results
to the State Administrative Board of Election
Laws. Thereafter, the State Administrative Board
of Election Laws issues the Declaration of Results
of the election, keeps the records of the Board of
State Canvassers, and delivers a copy of the Dec-
laration of Results to the Governor, who issues
commissions to the persons elected.

The Board consists of five ex officio members
(Code 1957, Art. 33, sees. 18-1, 18-2).

The State Commission on the Capital City is an
advisory body that examines means of preserving
the colonial and historic features of Annapolis
while planning for the city's orderly growth and
development. The Commission may make specific
recommendations on landmark resources, the
needs for governmental activities and community
resources and facilities, the city's physical devel-
opment, and any other community needs. It re-
ports annually to the Governor, the Anne Aru-
ndel County Executive, and the Mayor of
Annapolis.

Created in 1965, the Commission consists of
several ex officio members and five members ap-
pointed by the Governor to four-year terms
(Chapter 202, Acts of 1965; Code State Govern-
ment Article, sees. 9-401 through 9-408).

The Capital Debt Affordability Committee was
created in 1978 (Chapter 43, Acts of 1978). It
consists of several ex officio members and one per-
son appointed by the Governor. The Treasurer of
the State is designated chairperson by law.

On a continuing basis, the Committee reviews
the size and condition of the State debt. By Au-
gust 1 of each year, it prepares and submits to the
Governor and the General Assembly its estimate
of the maximum amount of new general obliga-
tion debt that may be authorized prudently for
the next ensuing fiscal year. The Committee, in
making this estimate, considers: 1) the amount of
general obligation debt that will be issued and
outstanding during that next fiscal year; 2) the
amount of general obligation debt that will be
authorized but unissued during such fiscal year; 3)
the capital program plan prepared by the Depart-
ment of State Planning for the ensuing five fiscal
years; 4) projections of school construction and
capital improvement needs prepared by the Inter-
agency Committee on School Construction for the
ensuing five fiscal years; 5) projections of debt ser-
vice requirements for the ensuing ten fiscal years;
6) other factors relevant to the ability of the State
to meet its projected debt service requirements for
the ensuing five years; 7) criteria established or
used by recognized bond rating agencies in judg-
ing the quality of State bond issues; 8) other fac-
tors relevant to the marketability of State bonds;
and 9) the effect of additional debt authorizations
on each of the factors enumerated above.

The Committee's estimate is advisory and is not
binding upon the Governor, the Board of Public
Works, or the General Assembly (Code State Fi-
nance and Procurement Article, sees. 8-104
through 8-116).
