The Governor created the Governor's Commis-
sion on Teacher Salaries and Incentives in No-
vember 1986 at the request of the General Assem-
bly (Joint Resolution no. 11, Acts of 1986). The
Commission is to examine how the availability
and quality of teachers are related to the financial
and nonfinancial rewards of teaching in public
schools. Specifically, the Commission will deter-
mine what salary increases, if any, are required to
attract well-qualified teachers; what other incen-
tives would encourage outstanding teachers to
teach at schools that have difficulty attracting the
best teachers; and what funding changes, if any,
are necessary to ensure that each school system
has a well-trained, highly motivated teaching staff.

The Three Mile Island Committee was estab-
lished by the Governor in March 1980. The Com-
mittee reviews all proposals for the disposal of
waste and all other aspects of the cleanup opera-
tion at the Three Mile Island nuclear power plant
that could affect Maryland and its residents. The
Committee is to examine all pertinent proposals
by the federal Nuclear Regulatory Commission,
review Maryland's monitoring activities and the
interpretation of monitoring data, and follow the
course of events during the cleanup. In addition,
the Committee is to determine when there no
longer is a threat to Maryland attributable to the
1979 nuclear accident at Three Mile Island.

The Task Force on Uniform Procedures for
Motor Carriers was created by the Governor in
June 1986. The Task Force is to study existing
State laws, regulations, policies, and practices re-
garding the taxation, registration and administra-
tive regulation of heavy trucks and buses. The
Task Force will develop simpler and more uni-
form procedures within the State and with other
states. While reducing the regulatory burden on
motor carriers, these procedures are to ensure that
safety is not compromised and that operators of
commercial vehicles pay their fair share of high-
way user costs.
The Task Force will submit its final report by
July 1987.

visory Committee on Utility Lines in Annapolis.
The Committee is to explore the possibilities of
underground utility lines in Annapolis, to be
funded over a period of years.
