The Advisory Committee for Educational Block
Grants, originally called the Education Advisory
Committee, was created by Executive Order in
1981. Pursuant to the federal Education Consoli-
dation and Improvement Act of 1981, the Com-
mittee advises the State Department of Education
on the allocation of federal funds among eligible
State education programs. It also advises the De-
partment in planning, developing, supporting, im-
plementing, and evaluating these programs.
Committee members are appointed by the Gov-
ernor for one-year terms. They represent public
and private elementary and secondary schoolchil-
dren, classroom teachers, parents of elementary
and secondary schoolchildren, local boards of ed-
ucation, local and regional school administrators,
institutions of higher learning, and the State legis-
lature.

By Executive Order, the Governor created the
Council, in March 1983, as Maryland's State job
training coordinating council under the federal
Job Training Partnership Act (P.L. 97-300). Lat-
er that year the Council was established by statute
(Chapter 268, Acts of 1983). In 1985, the Gover-
nor gave additional responsibilities to the Council
and made it a unit within the Executive Depart-
ment (Executive Order 01.01.1985.14). The Coun-
cil helps plan, coordinate, and monitor the provi-
sion of employment and training programs and
services in accordance with federal law.
The Council consists of 38 members appointed
by the Governor for initial terms of from one to
three years. The Governor designates the chair-
person, who may not be an elected official or an
employee of the State or local government.

At the request of the General Assembly, the
Governor created the Commission on the Family
in November 1986 (Joint Resolution no. 2, Acts
of 1986). The Commission is to study how State
government affects the family and recommend
how the State can better support and strengthen
the family.
Annually, the Commission will report its find-
ings and recommendations to the Governor and
General Assembly. The Commission's final report
is to be submitted by July 1989.
