The Committee consists of nine data profession-
als within State service. Six represent State agen-
cies, including the office of Comptroller of the
Treasury, Department of Transportation, Depart-
ment of Public Safety and Correctional Services,
University of Maryland, Board of Trustees of the
State Universities and Colleges, and Department
of Budget and Fiscal Planning, whose representa-
tive serves as chairperson. Three members are ap-
pointed by the Governor upon recommendation of
the chairperson. Any agency security officer as-
signed to the Committee may not participate in
any computer system security analysis of his agen-
cy by the Committee.

At the request of the General Assembly, the
Governor created the Task Force to Study Deaths
Resulting from Building Fires in July 1985 (Joint
Resolution no. 6, Acts of 1985). The charge of the
Task Force is to study fire deaths and their cause,
combustibility, flammability, fire gas toxicity, and
suppression and detection systems. The Task
Force will study the safety of building materials
and furnishings and how these contribute to fire
deaths. It will examine hazard analysis that con-
cerns ease of ignition, rate of heat release, smoke
development and products of combustion toxicity.
In addition, the Task Force is to study the effec-
tiveness of protection devices (such as quick-re-
sponse sprinklers) and promote research.

In January 1987, the Task Force submitted an
interim report. Its final report will be submitted to
the Governor and General Assembly in January
1988.

Created by Executive Order, the Commission
on State Debt replaced the former Committee to
Study the State Debt in 1980.

The Commission on State Debt serves as an ad-
visory group. Annually, it recommends to the
Board of Public Works a State tax rate on real
and personal property. This tax rate must provide
sufficient funds to meet debt service requirements
on outstanding general obligation bonds during
the next ensuing fiscal year.
