The Governor's Commission on Black and Mi-
nority Health was established by the Governor in
March 1986 (Executive Order 01.01.1986.05). The
Commission is to examine the programs and laws
relating to the health status of Maryland's minori-
ty citizens. In the course of its study, the Com-
mission will examine financing and access to
health services; causes of increased youth homi-
cide, particularly among black youth; and preven-
tion strategies aimed at the leading causes of
death among minorities.
The Commission submitted an interim report in
December 1986 and will submit a final report by
October 1987.

The Governor's Council on the Chesapeake Bay
was created by the Governor in January 1985
(Executive Order 01.01.1985.02). The Council ad-
vises the Governor on matters related to the man-
agement of the Bay and surrounding areas. The
Council also promotes interagency coordination
and integration of Bay related programs.

In October 1986, the Governor appointed the
Governor's Task Force on Child, Teenage, and
Young Adult Suicide and Other Associated
Mental Health Problems (Joint Resolution nos. 1
and 6, Acts of 1986). The Task Force is to devel-
op a comprehensive plan to combat youth suicide.
Elements of the plan may include training pro-
grams for school personnel, volunteer workers,
and staff of institutional and residential care facili-
ties; a curriculum on suicide and mental health
for junior and senior high schools, institutions,
and residential care facilities; and the identifica-
tion of mental health resources, treatment pro-
grams, and centers in local communities. The plan
also may include the development of information-
al sources and presentations for community
groups and parents.
The Task Force will report to the Governor and
General Assembly by October 1987.

By Executive Order, the Governor created the
State Data Security Committee in 1983. The
Committee regularly evaluates the security of
State agency systems that contain computerized
records. It also evaluates systems risks and peri-
odically tests levels of security.
Semi-annually, the Committee reports to the
Governor and to the chairpersons of appropriate
legislative committees.
