Origins of the State Roads Commission trace
back to 1904 when highway survey functions were
assigned to the Maryland Geological and Eco-
nomic Survey. In 1908, the State Roads Commis-
sion was created to assume those functions and
additional duties as well (Chapter 141, Acts of
1908).
In 1970, the State Roads Commission became a
part of the Department of Transportation (Chap-
ter 526, Acts of 1970). At that time, most Com-
mission duties were assumed by the State High-
way Administration, and the Director of
Highways' title became State Highway Adminis-
trator (Code Transportation Article, sees. 8-101
through 8-812). The State Roads Commission, by
condemnation proceedings, acquires property
needed for highway purposes.
The Commission consists of eight members ap-
pointed to four-year terms by the Secretary of
Transportation with the approval of the Gover-
nor. Seven members are referred to as Regional
Commissioners. One is appointed from the East-
ern Shore; one from Anne Arundel, Calvert,
Charles, or St. Mary's County; one from Allega-
ny, Carroll, Frederick, Garrett, or Washington
County; one from Montgomery County; one from
Prince George's County; one from Baltimore,
Harford, or Howard County; and one from Balti-
more City. These members serve part-time. At

least two regional members must belong to which-
ever of the two leading political parties in the
State is not the party of the Governor. The
chairperson, who is also the State Highway Ad-
ministrator, is appointed by the Secretary of
Transportation with the approval of the Governor
(Code Transportation Article, sees. 8-210 through
8-218).

The Maryland Port Administration orginated in
1956 as the Maryland Port Authority (Chapter 2,
Acts of the Special Session of 1956). The Authori-
ty became the Maryland Port Administration in
1970 (Chapter 526, Acts of 1970). The Adminis-
tration was made part of the Department of
Transportation in 1971.
The Administration endeavors to promote and
increase waterborne commerce in Maryland. It
seeks to improve facilities and strengthen the
workings of the private operator. If private facili-
ties are inadequate, the Authority is empowered
to construct and, if necessary, operate supplemen-
tary public facilities (Code Transportation Article,
sees. 6-101 through 6-502). In 1979, the opera-
tion of the port of Cambridge came under the
control of the Administration (Chapter 280, Acts
of 1979).
The Administration operates field offices in
Pittsburgh, Chicago, New York, Brussels,
London, Tokyo, and Hong Kong. The Adminis-
tration also owns and operates the World Trade
Center in Baltimore.
