SERVICES BUREAU

Formerly known as the Logistical Services Bu-
reau, the Services Bureau includes agency support
functions such as Finance, Personnel Manage-
ment, Capital Improvements, Training, Supply
and Motor Vehicle, as well as the Criminal Rec-
ords Central Repository, the Central Accident
Records Division, and the Electronic Services Di-
vision. The Criminal Records Central Repository
compiles and analyses statistics on criminal activ-
ity received from all law enforcement jurisdictions
in the State. Analysis of figures indicating trends
and other pertinent statistical data appear in quar-
terly reports and an annual report entitled Crime
in Maryland
(Code 1957, Art. 27, sees. 742-755).
Under the State Police, the Criminal Records
Central Repository is responsible for the collec-
tion, storage, and dissemination of criminal histo-
ry record information.

The Central Accident Records Division re-
ceives, compiles, analyzes and distributes motor
vehicle accident reports from all Maryland law
enforcement agencies. Aggregate accident data is
provided to the State Highway Administration
and police agencies; individual records are provid-
ed as requested to individuals.

The Electronic Services Division maintains
communication equipment for State Police and al-
lied local, State and federal agencies. The Division
maintains electronic devices, including VASCAR
and RADAR for the State Police, and assists oth-
er agencies when equipment is of similar design.

The State Police operates a Police Academy for
the training of its personnel. These facilities are
available to all other law enforcement agencies
throughout the State.

SPECIAL OPERATIONS BUREAU

The Special Operations Bureau is responsible
for specialized investigation functions, specific in-
dustry regulatory activities, and certain statewide
law enforcement support functions.

The Special Services Division gathers informa-
tion pertaining to organized crime, and investi-
gates violations of narcotics and dangerous drug
laws, as well as gambling, bookmaking, and other
vice crimes. The Division concentrates on long
range and covert investigations that affect large
scale dealers and distributors.

The Investigation Division of the State Police
has the responsibility to conduct requested crimi-
nal investigations that occur anywhere within
Maryland. This responsibility includes detection
and arrest of criminal offenders, recovery of lost
and stolen property, handling extradition proceed-
ings, and performing other investigations as di-
rected by the Superintendent.

The Licensing Division is charged with licens-
ing private detectives and security guards (Code
1957, Art. 56, sees. 543-606). It conducts investi-
gations and makes recommendations to the Secre-
tary of State regarding the issuance of railroad po-
lice commissions (Code 1957, Art. 23, sees.
256-266) and issues special police commissions
(Code 1957, Art. 41, sees. 4-901 through 4-913).
The Division investigates all applicants desiring to
wear, carry, or transport a handgun (Code 1957,
Art. 27, sec. 36) and registers firearms (Code
1957, Art. 27, sees. 441-448). The Division also
operates a voluntary firearms registration service
for those acquiring or owning firearms that are
not controlled by other statutes.

The Automotive Safety Enforcement Division
licenses Motor Vehicle Inspection Stations. The
work includes investigation of complaints, initial
certification, routine inspections and revocations.
The Division also processes all safety equipment
repair orders issued by police agencies to ensure
compliance or vehicle registration suspension.

The Executive Protection Division provides se-
curity for the Governor, Lieutenant Governor,
Attorney General, and Comptroller as required.
The Security Services Unit provides security to
the members of the Executive Branch and the
leaders of the General Assembly.

The Truck Enforcement Division enforces Mo-
tor Vehicle Code provisions pertaining to size,
weight, and load of vehicles (Code Transportation
Article, sees. 24 - 101, 24-112). It also enforces
laws governing motor fuel tax (Code 1957, Art.
56, sees. 135-157) and fraud resulting from the
sale of motor fuels and lubricants (Code 1957,
Art. 27, sees. 231-233).

The Aviation Division provides helicopter ser-
vice throughout Maryland twenty-four hours a
day to evacuate seriously injured highway and
other victims requiring immediate transport to
medical assistance. Other missions include search
and rescue, criminal investigation support, traffic
control, and support in disasters and civil distur-
bances.

The Crime Laboratory Division analyzes evi-
dence submitted by all Maryland law enforcement
