The Emergency Number Systems Board was
created in 1979 (Chapter 730, Acts of 1979). The
Board coordinates installation and enhancement
of county 911 systems, emergency telephone num-
ber services. A "911 system" automatically con-
nects a person dialing the digits 9-1-1 on a tele-
phone to an established public safety answering
point from which police, fire, ambulance, or other
public safety services may be dispatched on a
24-hour basis. By July 1, 1985, all counties and
Baltimore City had in operation a "911 system."

The Board issues guidelines for county 911 sys-
tem plans, and establishes review procedures for
approval or disapproval of these plans. It sets cri-
teria for costs reimbursement to counties from the
original 911 Trust Fund and for reimbursement
from ongoing funding.

The Board transmits all 911 related information
and procedures to the county executive and coun-
ty council, or to the president of the board of
county commissioners of each county, and/or
their designated 911 committee representative.
Annually, it provides the Secretary of Public Safe-
ty and Correctional Services with an installation
schedule and funding requirements estimate.

The Board consists of eleven members ap-
pointed to four-year terms by the Governor with
the advice and consent of the Senate. One member
represents a telephone utility company operating
in Maryland. One member each represents the

Maryland Institute for Emergency Medical
Services, the Maryland State Police, the Maryland
Public Service Commission, and the Association
of Public Safety Communications Officers. Of two
members representing county fire services in
Maryland, one represents the career fire services
and the other the volunteer fire services. Two
members represent police services in Maryland,
and two represent the public. The Governor
designates the chairperson (Code 1957, Art. 41,
sees. 18-101 through 18-108).

The Maryland State Police originally was estab-
lished in 1935 (Chapter 303, Acts of 1935). The
Agency is charged with enforcing State motor ve-
hicle and criminal laws and safeguarding the lives
and safety of all persons within the State. The
Agency protects property and assists all persons
to secure the equal protection of law. The Agency
also has the responsibility to preserve the public
peace; detect and prevent crime; enforce the laws
and ordinances of the State and its local subdivi-
sions; apprehend and arrest criminals and those
who violate or are lawfully accused of violating
such laws and ordinance!!; and preserve order in
public places. It maintains the safe and orderly
flow of traffic on public streets and highways and
cooperates with and assists law enforcement agen-
cies in carrying out their duties.

The Agency has statewide jurisdiction except in
incorporated municipalities. Within municipalities
the Agency may exercise jurisdiction, under cer-
tain conditions, as regulated by statute (Code
1957, Art. 88B, sees. 3, 4, 20, and 23). The State
Police also enforce the laws relating to controlled
dangerous substances (narcotics) throughout the
State without any limitation as to activities within
municipal corporations or other subdivisions
(Code 1957, Art. 27, sec. 298 (g)).

The Superintendent directs the State Police. He
is appointed by the Governor with the advice and
consent of the Senate to serve at the pleasure of
the Governor. With the approval of the Secretary
of Public Safety and Correctional Services, the
Superintendent may designate two deputy super-
intendents (Code 1957, Art. 88B, sees. 14, 16).
