Before becoming a Delegate, Ms. Maurer was
twice elected to the Montgomery County Board of
Education, serving simultaneously as a Trustee of
Montgomery College from 1960 to 1968. In 1967
she was elected to the Maryland Constitutional
Convention where she served on the Executive
Branch committee.

Bom in New York on November 21, 1922, Ms.
Maurer grew up in Rockland County, New York.
She attended the then Woman's College of the
University of North Carolina and was graduated
from the University of North Carolina at Chapel
Hill in 1942 with a major in Economics. After
working for the U.S. Tariff Commission as an
economist, she attended Yale University and ob-
tained an M.A. in General Studies in 1945. Ms.
Maurer was awarded an honorary Doctor of Hu-
manities from Hood College in 1984.

Ms. Maurer is a member of many community
organizations, such as the League of Women Vot-
ers. She is the recipient of many honors and
awards from groups such as the Maryland Associ-
ation of Boards of Education, Maryland Associa-
tion of Counties, Maryland Association for Re-
tarded Children, and chapters of the Business and
Professional Women, National Organization for
Women, and the American Association of Univer-
sity Women. She is listed in Who's Who in Gov-
ernment, Who's Who in American Politics, Who's
Who of American Women, Foremost Women of
the Twentieth Century,
and Community Leaders
and Noteworthy Americans.

Ms. Maurer is married to Ely Maurer, an Assis-
tant Legal Adviser in the U.S. Department of
State. They have three grown sons, Stephen, Rus-
sell, and Edward.

WINFIELD M. KELLY, JR.

Secretary of State

Winfield M. Kelly, Jr., the Secretary of State,
was born on September 2, 1935, in Prince
George's County, Maryland, the son of Winfield
M. Kelly, Sr., and Margaret Gwinn Kelly.

Secretary Kelly has a long distinguished career
of public service. In 1970, Mr. Kelly was elected a
County Commissioner in Prince George's County.
In 1971, he was elected Chairman of the Board of
County Commissioners. With the adoption of the
charter form of government, Mr. Kelly ran for
and was elected to the first County Council of
Prince George's County, and served as its first
chairman until 1974. He successfully campaigned
and won the County Executive's position in 1974.
As County Executive, he was the chief executive
officer of the second most populous subdivision
within the State of Maryland.

Mr. Kelly is the President of Prime Cable of
Maryland. The system serves 135,000 residents in
northern Prince George's County. He also serves
as Chairman of the Board and Chief Executive
Officer of Dimensions Health Care Corporation.
Dimensions is a not-for-profit community corpo-
ration formed to direct three health care institu-
tions—Laurel Hospital, Bowie Hospital, and
Prince George's Hospital Center.

The Secretary serves on numerous boards and
commissions, among which are the Apartment/
