The Interagency Child Care Council was creat-
ed in 1986 (Chapters 113 and 114, Acts of 1986).
The Council is a part of the Department of
Human Resources for budgetary and administra-
tive purposes only.

To assure coordination and consistency, the
Council reviews child care regulations proposed
by the Department of Health and Mental Hy-
giene, the Department of Human Resources, and
the State Department of Education. The Council
also reviews available licensing resources and the
use of these resources by the three Departments.
For interagency use, the Council defines common,
mutually exclusive terms. In addition, the Council
is to develop a plan that will give parents and the
general public access to information on standards
of operation, reported complaints, and regulatory
violations of child care programs.

The Council consists of six members. They in-
clude the Secretary of Health and Mental Hy-
giene, the Secretary of Human Resources, the
State Superintendent of Schools, and the primary
program managers for the child care programs in
each of the Departments represented. The Gover-
nor designates the chairperson. Authorization for
the Council continues until July 1, 1991 (Code
State Government Article, sees. 9-1401 through
9-1405).

The Maryland Citizen Board for Review of Fos-
ter Care for Children was established in 1978 to
coordinate the activities of local citizen review
boards (Chapter 980, Acts of 1978). The State
Board promulgates policies and procedures relat-
ing to the functions of local review boards. It also
makes recommendations to the General Assembly
on foster care policies and procedures (Code Fam-
ily Law Article, sees. 5-535 through 5-547).

The State Board is composed of eleven mem-
bers. Each local review board of Judicial Circuits
1 through 7 elects a member to the State Board.
From Judicial Circuit 8, three State Board mem-
bers are chosen by the local review boards of that
circuit. The Governor also appoints one member
from his staff. Members serve two-year terms con-
current with their individual terms on the local
review board.

The Administrator is appointed by the State
Board with the approval of the Secretary of
Human Resources. The Administrator is responsi-
ble for the administration of the Foster Care Re-
view Board program and for the appointment of
its personnel.

Local review board members are appointed by
the Governor for four-year terms. There are five
members and two alternates on each local board.

Every six months, the local citizen review
boards review cases of children who have resided
in foster care for more than six months to deter-
mine what efforts have been made to secure per-
manent and stable placement for the children. For
each child reviewed, a recommendation is sent to
the local department of social services and to the
juvenile court. With the concurrence of the Social
Services Administration, the State Board may es-
tablish categories of foster children for whom a
satisfactory permanent arrangement has been
made and who may be exempt from the local re-
view process.
