services. The director of the local department ad-
ministers these social services activities within the
respective locality subject to the supervision, di-
rection, and control of the State Administration.

The Social Services Administration supervises
all public and private institutions that have the
care, custody, or control of dependent, aban-
doned, or neglected children, except those placed
under the supervision of another agency. It li-
censes agencies and institutions having the care
and custody of minors and registers private homes
giving day care services to children. The Adminis-
tration maintains a central registry of reported
child abuse cases.

The Executive Director of Social Services is ap-
pointed by the Secretary of Human Resources
(Code 1957, Art. 88A, sec. 2).

Each local department of social services has a
nine-member board of social services. In each
county, board members are appointed to three-
year terms by the local governing authority. One
member is a member of the local governing body,
designated to serve ex officio. In Baltimore City,
the board is called the social services commission.
The Mayor appoints its members to six-year
terms. The Mayor and the Commissioner of
Health serve ex officio (Code 1957, Art. 88A, sees.
1, 2, 4, 14, 14A).

Within the Social Services Administration, the
Governor established the Shelter, Nutrition, and
Service Program for Homeless Individuals in 1984

(Chapter 777, Acts of 1984). The purpose of the
Program is to provide crisis and transition shelter,
proper nutrition, and services to homeless people.

The Program is coordinated by an advisory
board. Appointed by the Governor, the Board
consists of sixteen members who serve two-year
terms (Code 1957, Art. 88A, sees. 131-137).

The Certified Adult Residential Environment
Program was established within the Social
Services Administration in 1986 (Chapter 626,
Acts of 1986). The Program provides housing and
related service programs for adults who, because
of disability, require a supportive housing arrange-
ment to reside in the community.

The Program develops, certifies, and monitors
"care" housing and provides for case management
to disabled individuals who reside in that housing.
The Program also arranges supportive services for
disabled people in "care" housing.

The Advisory Board for the Program consists of
seven members. Three, including two legislators,
are appointed by the Governor. The other four
members are each designated respectively by the
Secretary of Human Resources, the Secretary of
Health and Mental Hygiene, the State Superinten-
dent of Schools, and the Director on Aging (Code
1957, Art. 88A, sees. 138-143).
