Board of (Liquor) License Commissioners: Con-
sists of three members in Baltimore City and all
counties except Frederick, Montgomery, and
Queen Anne's. In Frederick County a single Li-
cense Commissioner constitutes the Board of Li-
cense Commissioners. In Montgomery and Queen
Anne's counties the Board consists of five mem-
bers.
Methods of appointment and tenure vary. In
Anne Arundel, Calvert, St. Mary's, Somerset, and
Wicomico counties and in Baltimore City, the
Governor appoints the Board with Senate confir-
mation for two-year terms. In Allegany, Talbot,
and Washington counties, the Governor appoints
the Board for six-year terms. In Baltimore County
the County Executive makes the appointments for
two-year terms. In Caroline County the Liquor
Control Board constitutes the Board of License
Commissioners. Members serve for three years and
are appointed by the Governor with the advice and
consent of the House of Delegates. In Carroll and
Charles counties the Board of County Commis-
sioners appoints the Board for three-year terms
and in Cecil County for five-year terms. In Dor-
chester and Kent counties the Board of County
Commissioners, ex officio, serves as the Board of
License Commissioners. In Frederick County the
Governor appoints a License Commissioner for a
four-year term and an Alcoholic Beverages Inspec-
tor for a four-year term with the advice and
consent of the Senate. In Garrett and Harford
counties the Liquor Control Board, ex officio,
serves as the Board of License Commissioners. In
Howard County the County Council, ex officio,
serves as the Board of License Commissioners. In
Montgomery County the County Executive makes
the appointments for four-year terms subject to
County Council approval. In Prince George's
County the Governor appoints members of the
Board for three-year staggered terms. In Queen
Anne's County the Board of County Commission-
ers appoints the Board for four-year terms. In St.
Mary's County the Board is known as the Alcohol-
ic Beverage Board. In Worcester County the
Governor appoints members, subject to Senate
confirmation, to four-year terms (Code 1957, Art.
2B, secs. 148-151, 153).
Liquor Control Board: Consists of three members
appointed for two-year terms by the Governor
with the advice and consent of the Senate for all
counties except Garrett, Harford, Kent, Montgom-
ery, Somerset, and Worcester. In Garrett County
members of the Board (known as the Board of
License Commissioners) serve six-year terms. If
there is no resident Senator elected from Garrett

County, appointments are confirmed by the House
of Delegates. In Harford County the County
Executive appoints a five-member Board (known
as the Board of License Commissioners) for three-
year terms subject to County Council confirma-
tion. Those initially nominated, by the County
Executive, must be approved by the Harford
County Delegation. In Kent County the County
Commissioners, ex officio, constitute the Board. In
Montgomery County a Department of Liquor
Control performs the Board's functions. With
County Council approval the County Executive
appoints the Department's director. The County
Executive with County Council approval also
appoints a five-member Departmental advisory
board for four-year terms. In Somerset and
Worcester Counties members serve four-year terms
(Code 1957, Art. 2B, sec. 159).
TIDEWATER AFFAIRS
Oystermen's Tongers Advisory Committee: Con-
sists of five representative licensed tongers selected
by licensed oystermen in each tidewater county.
Members serve four-year terms. They confer with
the Department of Natural Resources on oyster
propagation conducted by the Department in the
county (Code Natural Resources Article, sec.
4-1106).
Oystermen's Dredgers Advisory Committee: Con-
sists of five representative licensed dredgers select-
ed by licensed oystermen in each tidewater county.
Members serve four-year terms. They confer with
the Department of Natural Resources on oyster
propagation in the dredging areas (Code Natural
Resources Article, sec. 4—1106).
EXTENSION AND SOIL CONSERVATION
SERVICES
Extension Agents: Appointed by the Cooperative
Extension Service of the University of Maryland
for indefinite terms.
Soil Conservation District Supervisors: Consist of
five members, four of whom serve four-year terms.
The county governing body appoints one member
who serves at the pleasure of that body. In charter
government counties, the County Executive ap-
points that member with County Council approval.
The State Soil Conservation Committee appoints
the remaining four members from residents of the
District. One is chosen from a list submitted by the
County Farm Bureau, one from a list submitted by
the County Extension Service, and two represent
the District at large. The Supervisors designate the
chairperson and other officers annually (Code
Agriculture Article, secs. 8-301 through 8-303).
