one a representative from the State of Virginia, and
one a representative from West Virginia. Virginia
and West Virginia initially contributed to the cost

were given a place on the Board. Yet, in the last
several years neither Virginia nor West Virginia
has appointed a representative. As of now, there
are only three active members, all from Maryland.
They are appointed by the Governor to serve
three-year terms.
