The Maryland Potomac Water Authority was
created by Chapter 411, Acts of 1969. The Author-
ity has the power to conserve, control, and use for
beneficial service storm and flood waters of rivers
and streams of the Potomac River watershed in
member counties. The Authority also has the
power to finance the non-federal costs of the
Bloomington Lake Project for water supply.

The Authority consists of ten members. The
governing body of each represented county within
the Authority's jurisdiction appoints one of its
members to serve on the Authority. Represented
counties include Allegany, Frederick, Garrett,
Montgomery, Prince George's, and Washington.
An additional member from each county serves as
alternate. All members may vote except the Gar-
rett County member until such time as Garrett
County is assessed for payments to the Authority.
The Governor appoints a voting member to serve
as chairperson. The three ex officio members do
not vote (Code Natural Resources Article, secs.
8-501 through 8-515).

The Commission was established by Chapter
413, Acts of 1984. It studies the economic, fiscal,
and social effects of professional sports franchises
in order to encourage their retention, expansion,
and location in Maryland. For this purpose, the
Commission recommends actions and incentives to
the Governor and General Assembly to whom it
reports annually.

The Commission consists of thirteen members
appointed to three-year terms by the Governor
(Code 1957, Art. 41, secs. 551-557).

The Property Tax Assessment Appeals Boards
are responsible for hearing appeals filed in matters
relating to the value of property in the twenty-
three Maryland counties and Baltimore City. The
Office of the Administrator coordinates the admin-
istrative and related support to the twenty-four
boards, including regulatory, budgetary, personnel,
and legal matters. The Administrator promulgates
uniform rules and regulations governing the activi-
ties of the Property Tax Assessment Appeals
Boards of the counties and Baltimore City, and is
responsible for the consistent application of those
rules and regulations. The Administrator devises
and prescribes uniform blanks for orders, state-
ments advising taxpayers of their right to appeal,
and other notices or reports required by the local
boards.

Each Property Tax Assessment Appeals Board
consists of three members and one alternate.
Members are appointed by the Governor for five-
year terms. The Governor designates the chair-
person.

Each Property Tax Assessment Appeals Board
has jurisdiction over all appeals in that county or
