The Task Force to Study Flexibility for Higher
Education was created by the Governor in March
1983. Its purpose is to study management alterna-
tives for public higher education.
Certain demographic and technological changes
have shown that the governing boards of higher
educational institutions need greater flexibility to
exercise their management responsibilities. The
Task Force will examine options for flexibility in
areas such as investment, budgeting, appropriation
of funds, exemptions from certain procurement
procedures, and broader independence in person-
nel policy.
The Task Force is to identify and document
specific management practices that may contribute
to inefficiency and consider administrative reme-
dies. It is to recommend any statute changes
needed to improve management and flexibility.
The Task Force also will recommend a schedule by
which changes are to be made in statute or
administrative practice and propose accountability
methods appropriate to any new management.
The Task Force first reported to the Governor in
January 1984 and will later submit its final report.
Its initial report is available through the State
Library Network or the Office of the Lieutenant
Governor.

In 1976 the Governor appointed the State His-
torical Records Advisory Board to carry out the
historical records program of the National Histori-
cal Publications and Records Commission. The
program is a cooperative effort of the Commission,
the State Records Coordinators, the Advisory
Boards, and institutions and organizations
throughout the country concerned with the records
of the nation.
The National Historical Publications and Re-
cords Commission encourages government and
private organizations to preserve and make avail-
able for use those records that further an under-
standing and appreciation of American history.
In addition to supporting projects that directly
relate to a body of records, the Commission may
also support projects to promote cooperative ef-
forts among institutions and organizations and to
improve the knowledge, performance, and profes-
sional skills of those who work with historical
records.

tor.
The State Historical Records Coordinator is the
State Archivist. Appointed by the Governor, the
Advisory Board consists of at least seven members,
including the Coordinator who serves as chair-
person. Members serve three-year terms. They
represent the archival and research institutions and
organizations in the State.
