The Institutional Board of Review was created
by Chapter 467, Acts of 1951. At least annually,
the Board reviews the status of each inmate at
Patuxent Institution. It may grant leave or parole,
and if it determines that the individual is no longer
eligible for the Institution's programs it may order
him transferred to the jurisdiction of the Commis-
sioner of Correction. If a person has successfully
completed three years probation without violation,
the Board may petition the court to suspend or
vacate the remaining sentence.
The Board is composed of the Director, the three
Associate Directors, the Professor of the Universi-
ty of Maryland School of Law, the Professor of the
University of Baltimore School of Law, one of the
two members of the Board of Patuxent Institution
who are members of the Maryland Bar, and a
sociologist appointed by the Board from the facul-

The Maryland State Police originally was estab-
lished by Chapter 303, Acts of 1935. The Agency is
charged with enforcement of State motor vehicle
and criminal laws, and with safeguarding the lives
and safety of all persons within the State, protect-
ing property, and assisting all persons to secure the
equal protection of law. The Agency also has the
responsibility to preserve the public peace; detect
and prevent crime; enforce the laws and ordinances
of the State and its local subdivisions; apprehend
and arrest criminals and those who violate or are
lawfully accused of violating such laws and ordi-
nances; and preserve order in public places. It
maintains the safe and orderly flow of traffic on
public streets and highways, and cooperates with
and assists law enforcement agencies in carrying
out their duties.
The Agency has statewide jurisdiction except in
incorporated municipalities. Within municipalities
the Agency may exercise jurisdiction, under cer-
tain conditions, as regulated by statute (Code 1957,
Art. 88B, secs. 3, 4, 20, and 23). The State Police
also enforce the laws relating to controlled danger-
ous substances (narcotics) throughout the State
without any limitation as to activities within
municipal corporations or other subdivisions
(Code 1957, Art. 27, see. 298 (g)).
The Superintendent directs the State Police. He
is appointed by the Governor with the advice and
consent of the Senate to serve at the pleasure of the
Governor. With the approval of the Secretary of
Public Safety and Correctional Services, the Super-
intendent may designate two deputy superinten-
dents (Code 1957, Art. 88B, secs. 14, 16).
LOGISTICAL SERVICES BUREAU
The Logistical Services Bureau includes agency
support functions such as Training, Supply and
Motor Vehicle, as well as the Criminal Records
Central Repository, the Central Accident Records
Division, and the Electronic Services Division. The
Criminal Records Central Repository compiles
and analyses statistics on criminal activity received
from all law enforcement jurisdictions in the State.
