The Secretary of Health and Mental Hygiene
appoints five representatives of the Mental Hy-
giene Administration to serve as ex officio, non-
voting members of the Commission. One of these
must represent the State Health Resources Plan-
ning Commission (Code Health-General Article,
secs. 13-103 through 13-109).

The State High Blood Pressure Commission was
created by Chapter 792, Acts of 1976, to establish
guidelines for the effective management and treat-
ment of high blood pressure.
The Commission consists of sixteen members
appointed by the Governor for terms of four years.
Six members are appointed at his discretion while
the remaining ten members represent the Ameri-
can Heart Association—Maryland Affiliate, Inc.,
the Medical and Chirurgical Faculty of Maryland,
the Maryland Conference of Health Officers, the
Department of Health and Mental Hygiene, the
Maryland Hospital Association, the Maryland
Nurses Association, the Monumental City Medical
Society, the University of Maryland School of
Medicine, and The Johns Hopkins School of
Medicine (Code Health-General Article, secs.
13-202 through 13-206).

The State Advisory Board on Hospital Licensing
was originally established in 1945. It assists in the
issuance or denial of licenses, the establishment of
minimum regulations, and the approval of applica-
tions for hospital construction.
The Board consists of eleven members appointed
by the Secretary of Health and Mental Hygiene for
five-year terms (Chapter 866, Acts of 1965). Three
members are appointed from a list submitted by
the Medical and Chirurgical Faculty of Maryland,
one from a list submitted by the Maryland Phar-
maceutical Association, four from a list submitted
by the Hospital Council of Maryland, Inc., and one
(an owner or administrator of a licensed nursing
home) appointed from a list submitted by the
Health Facilities Association. Two members are
appointed from a list submitted by the Maryland
Nurses Association. The list of names submitted by
the Hospital Council of Maryland, Inc., must
include a trustee of a Maryland hospital and a
member of the Medical and Chirurgical Faculty of
Maryland engaged in the private practice of medi-
cine. At least two members must reside in
Baltimore City and at least two in the counties
(Code Health-General Article, secs. 19-303
through 19-306).

The State Commission on Kidney Disease, creat-
ed by Chapter 492, Acts of 1971, establishes a
program of State assistance throughout Maryland
for persons with chronic renal disease.
The Commission gathers and disseminates infor-
mation on the treatment of chronic renal disease in
the State. It also sets physical and medical stan-
