The State Board of Well Drillers was created by
Chapter 584, Acts of 1968, and transferred to the
Department of Health and Mental Hygiene in 1980
(Executive Order 01.01.1980.04). The Board ad-
ministers the licensing program for well drillers. It
issues licenses in the following categories: Master
well driller; journeyman well driller; apprentice
well driller, classes A and B; pump installer; water
conditioning installer; well driver; and well digger.
The Board requires that all licensed individuals
meet statutory requirements of insurance and
bonding. The Board receives complaints against
well drillers, holds hearings, and may revoke or
suspend licenses for violation of the Board's rules
and regulations. Any rule or regulation concerning
the drilling of wells proposed by the Department of
Health and Mental Hygiene must be referred to the
Board for comment.
The Board consists of seven members who serve
two-year terms. They are appointed by the Gover-
nor, with the advice of the Secretary of Health and
Mental Hygiene and with the advice and consent
of the Senate. One member each represents the
Eastern Shore, Central Maryland and Baltimore
City, Southern Maryland, and Western Maryland.
The regional members must be licensed well drill-
ers, actively engaged in the well drilling business in
the State at the time of their appointment. Of the
remaining three members, one must represent the
public at large and serve as Board chairperson.
One member represents the Department of Natural
Resources and one the Department of Health and
Mental Hygiene.

The Air Quality Control Advisory Council was
created by Chapter 143, Acts of 1967, to supersede
the Air Pollution Control Council, which had been
created by Chapter 806, Acts of 1963. The Council
advises the Department on proposed rules and
regulations for the control of air pollution in the
State.
The Council consists of not more than thirteen
members appointed by the Secretary of Health and
Mental Hygiene. Membership must include a me-
chanical engineer, a chemical engineer, two mem-
bers chosen from a list submitted by the Maryland
Chamber of Commerce, one physician, and one
person actively engaged in farming who is knowl-
edgeable in farm and rural pollutant problems.
Four members are selected one each from lists
submitted by the University of Maryland, The
Johns Hopkins University, the Council of Govern-
ments of Metropolitan Washington, and the Mary-
land State AFL-CIO. One member is a member of
the Regional Planning Council recommended to
the Secretary of Health and Mental Hygiene by the
Regional Council. The remaining member is ap-
pointed from a list submitted by the Maryland
Association of Counties. Terms of members are
five years, except for the member representing the
Regional Planning Council who sits only as long as
he or she remains a member of the Planning
Council (Code Health-Environmental Article,
secs. 2-201 through 2-206).
