Established in 1947 as the Governor's Commit-
tee to Promote Employment of the Handicapped,
this agency was renamed and is now known as the
Governor's Committee on Employment of the
Handicapped. It is a part of the Division of
Vocational Rehabilitation (Executive Order
01.01.1980.12). The Governor appoints members
for three-year terms and designates the chair-
person.

The Committee serves primarily as an education-
al and public relations vehicle. It works to create a
public awareness of the problems faced by handi-
capped individuals in finding employment; cooper-
ates with all groups, public and private, in promot-
ing services for the handicapped; and initiates and
promotes programs to stimulate hiring the handi-
capped.

Local committees exist in each county and in
Baltimore City. To coordinate the program and
keep committees informed on State and national
activities, an internal publication, entitled News-
worthy, goes out to State committee members and
local committee chairpersons. A quarterly newslet-
ter, Mainstreamer, is distributed to citizens and
employers interested in the goals and objectives of
the Committee and to others upon request.

The Committee sponsors annual conferences,
awards programs, and poster and journalism con-
tests to promote public awareness of the employ-
ment and rehabilitation programs for Maryland's
disabled citizens.

The Committee meets quarterly and task forces
meet during the interims to develop programs and
projects to accomplish Committee goals. The
Committee's purpose is to 1) promote meaningful
employment opportunities for qualified mentally,
physically and emotionally disabled individuals as
defined by the Rehabilitation Act of 1973, as
amended; 2) develop a climate of public awareness
and understanding of barriers to employment that
disabled individuals face and of the laws that
ensure equal opportunity; and 3) promote an
understanding among handicapped individuals of
opportunities available for habilitation and rehabil-
itation so that more will develop marketable job
skills.

In accordance with Chapter 515, Acts of 1982,
the Division of Vocational Rehabilitation estab-
lished an Advisory Committee to provide guidance
to the Division in the development of the Atten-
dant Care Program. The Program provides finan-
cial assistance to eligible physically disabled indi-
viduals.

The Attendant Care Program Advisory Com-
mittee consists of consumers and representatives
from the Medicaid Personal Care Program, De-
partment of Health and Mental Hygiene; the Non-
retarded Developmentally Disabled Program Divi-
sion of the Mental Retardation and Developmental
Disabilities Administration, Department of Health
and Mental Hygiene; the Department of Person-
nel; the Governor's Committee on Employment of
the Handicapped; the Maryland Planning Council
on Developmental Disabilities; the Division of
Vocational Rehabilitation, State Department of
Education; and advocacy organizations.

The Division of Vocational-Technical Education
is responsible for the administration, supervision,
and evaluation of vocational-technical education in
the State. In carrying out this responsibility, the
Division provides leadership and assistance to
educational and related agencies, institutions, orga-
nizations, business, industry, and commerce in the
planning, development, improvement, evaluation,
and expansion of educational and training pro-
grams.

Programs administered by the Division are of-
fered in both public and private institutions and
are available to both school age students and adult
citizens of Maryland.
