•The Council advises the Board of Public Works
on the impact of State Programs on the City of
Annapolis and its immediate environs with a view
toward the enhancement and preservation of the
Annapolis area. With the approval of the Board
of Public Works, the Council acts in matters in-
volving the acquisition, management, and disposi-
tion of any real property where the purpose of
the State's involvement is to enhance or protect
the character of the Annapolis area. The Coun-
cil's charge also includes managing and main-
taining the Paca House and Gardens in Annapo-
lis. The chairperson of the Council is appointed
by the Board of Public Works (Code 1957, Art.
78A, secs. 14A and 14D; Art. 41, sec. 181E).

The State House Trust was created in 1969
(Chapter 199, Acts of 1969). The Trust supervises
the use of, exhibits in, and all improvements, al-
terations, additions, landscaping, and repairs to
the State House as well as to the buildings and
grounds within the area known as State Circle in
Annapolis.

The Trust consists of the Governor of Mary-
land, the President of the Senate, the Speaker of
the House of Delegates, and the Chairperson of
the Maryland Historical Trust or his designee,
who act as the trustees. The trustees may appoint
from one to three non-voting associates who are
qualified by experience and interest in historical
preservation. The Trust retains an architectural
consultant (Code 1957, Art. 41, secs. 407-408).

The State Permit Coordinating Council was
created in 1982 (Chapter 221, Acts of 1982). The
Council reviews and makes recommendations on
problems concerned with the issuance of State,
county, or municipal permits. These may include
matters of delay, arbitrariness, or unreasonable-
ness. The Council encourages Departmental par-
ticipation in its inquiries and deliberations.

The Council consists of twelve members ap-
pointed by the Governor from each of the twelve
judicial districts of the District Court of Mary-
land. The Secretary of Economic and Community
Development, the State Permits Coordinator, and
the Executive Directors of the Maryland Associa-
tion of Counties and the Maryland Municipal
League serve ex officio as Council members. The
Governor designates the chairperson.

Each Council member serves as liaison with
the government of the county or counties and
municipalities in the member's district. Each
member also alerts the appropriate local govern-
ment to any problems found in the permit issuing
process. Government agencies are to act promptly
to remedy such problems brought to their atten-
tion.

The Council reports to the Governor and Gen-
eral Assembly by January 15 of each year.

Unless extended by the General Assembly, au-
thorization for the Council ends on July 1, 1986.
