(POW) servicemen. Scholarships for Orphans of
Firemen and Policemen, Scholarships for Teach-
ers of persons with impaired hearing including
the deaf. Scholarships for Vietnam Veterans,
Scholarships in Medicine (University of Mary-
land), scholarships at the Professional Schools,
the Physician Assistant and Nurse Practitioner
Program, Postsecondary Proprietary School
Grants, Graduate Nursing Scholarships, and the
Distinguished Scholar Program. The Board is
empowered to implement these programs by ap-
propriate rules and regulations, provide for and
conduct examinations of applicants, determine fi-
nancial need, and select scholarship recipients (ex-
cept in the Senatorial scholarship program).

The Board consists of nine persons appointed
by the Governor. The membership is composed
of one president of a State college or university,
or his nominee; one president of a private college
or university, or his nominee; one president of a
community college, or his nominee; a financial
aid officer of a college that is recognized and ap-
proved by the State Board for Higher Education,
and that provides a course of study leading to the
granting of a post-secondary degree or diploma;
one representative of a public high school in the
State; and four citizens chosen for their interest in
higher education. The Governor designates the
chairperson. Members serve six-year terms (Code
Education Article, secs. 18-201 through 18-205).

The Interagency Committee on Public School
Construction was established under the "Rules,
Regulations, and Procedures for the Administra-
tion of the School Construction Program," first

adopted by the Board of Public Works on June
29, 1971, in accordance with Code Education Ar-
ticle, sec. 5-301. The current "Rules, Regulations,
and Procedures" were approved by the Board of
Public Works on June 10, 1981.

Thereunder, the responsibility for State supervi-
sion of school construction activities was assigned
to a tri-agency committee composed of the State
Superintendent of Schools, the Secretary of the
Department of State Planning, and the Secretary
of the Department of General Services. This com-
mittee is known as the Interagency Committee on
School Construction with the State Superinten-
dent of Schools serving as chairperson.

Each of the three participating agencies fur-
nishes staff to the Committee. The Executive Di-
rector is appointed by and works under the direc-
tion of the Committee. The Executive Director
and the business operations staff are employees of
the Board of Public Works. A representative from
the State Fire Marshal's office also is assigned to
the Committee.

Each school system in the State submits to the
Interagency Committee by December 7 of each
year its capital improvement program for the fol-
lowing fiscal year, plus an updated continuing
five-year plan.

The Committee either approves, defers, or
modifies a school system's proposal in consulta-
tion with local school board staff. The Committee
submits with recommendations a consolidated
statewide capital improvement program to the
Board of Public Works, which acts at a special
public meeting in January. The bond authoriza-
tion or loan responding to the approved alloca-
tions is made by the General Assembly.

Appropriations for the expense of administra-
tive operations are included in the annual budgets
of the Board of Public Works, the State Depart-
ment of Education, the Department of State Plan-
ning, and the Department of General Services.
