and street naming and house numbering. The ad-
ministration and planning expenses of the Com-
mission are paid from an administrative tax levied
within the regional district.

Montgomery County encompasses approxi-
mately 841 square miles and has a population of
579,000, according to the 1980 Census. Prince
George's County's 665,000 people live in an area
of approximately 987 square miles.

In Montgomery County, the assessable base for
the Regional District in 1982-83 is $8.875 billion,
and for the Metropolitan District it is $8.835 out
of a total of $10.1 billion for the county. In
Prince George's County the assessable base is
$6.283 for the Regional District, and $6.028 for
the Metropolitan District out of a total of $6.378
for the County.

Not more than three members from each
County's Planning Board may be members of the
same political party. In Montgomery County
members are appointed by the County Council
and confirmed by the County Executive. In
Prince George's County the Executive appoints
and the Council confirms. Members serve four-
year terms. The appointing authority designates
the chairperson of the Planning Board. Chair of
the Commission alternates on a fiscal year basis
between the two board chairs. The alternate be-
comes vice-chairperson.

The Commission appoints the executive direc-
tor, secretary-treasurer, and general counsel, as
well as other staff members. The parks director,
planning director, and coummunity relations
manager for each county are appointed by the
Planning Boards. They serve as officers of the
Commission in the same year in which the chair-
man of the County Planning Board serves as
Commission chairman.

The Medical Mutual Liability Insurance Soci-
ety of Maryland was created in 1975 (Chapter
544, Acts of 1975). The Society provides for the
payment of indemnities to persons suffering inju-
ry arising out of physicians rendering or failing to
render professional services. The Society also pro-
vides the means whereby the physicians may ob-
tain insurance against liability for injury due to
the rendering or failure to render any professional
service subject to the limitations and immunities
mentioned. The organization is funded by premi-
ums established for the professional liability and
related lines of insurance sold to Maryland physi-
cians.

The Society is governed by an eleven-member
board of directors. Initially appointed by the
Governor, the directors now are elected by the
members of the Society in accordance with the
articles of incorporation and bylaws (Code 1957,
Art. 48A, secs. 547-555).

The Maryland Charter of 1632 empowered
Lord Baltimore to raise troops to put down in-
surrection or rebellion and to subdue enemies of
the province. Since that time the organization,
maintenance, and administration of the Maryland
Militia have been an integral part of the State's
functions. The present military establishment of
Maryland conforms to Title 32, U.S. Code and
regulations issued pursuant thereto, and to the
Militia Law of Maryland (Code 1957, Art. 65).
