tion before verdict in connection with any charge
for State motor vehicle laws or State or local
criminal law violations over which the District
Courts have jurisdiction. Minors are referred to
the School by the District Court or other judicial
officers of Baltimore County. The School includes
courses in driver safety, civic responsibility,
America and its heritage, and the presentand fu-
ture ramifications of violating State laws for the
individual and the community. All probationers
must attend classes, which are held in the District
Court rooms (Code 1957, Art. 27, sec. 646).

The Maryland Legal Services Corporation was
established in 1982 (Chapter 829, Acts of 1982).

The Corporation receives and distributes funds
to grantees that provide legal assistance to eligi-
ble clients in noncriminal proceedings or matters.
The Corporation insures that grants and con-
tracts are made so as to provide the most stable,
economical, and effective delivery of legal assis-
tance. It also insures that eligible clients in all
areas of the State have access to the Corpora-
tion's services.

The Corporation establishes maximum income
levels for client eligibility. These are based on a
client's financial inability to pay for competent
private counsel and other necessary expenses of
representation. The maximum income levels for
eligibility set by the Corporation may not exceed
50 percent of the median family income for the
State of Maryland, as certified annually by the U.
S. Department of Health and Human Services.

The Corporation seeks to insure the mainte-
nance of the highest quality of service and profes-
sional standards, and the preservation of attor-
ney-client relationships. It also seeks to protect

the integrity of the adversary process from any
impairment in furnishing legal aid to eligible cli-
ents.

The Corporation is governed by a Board of Di-
rectors. The Board consists of nine voting mem-
bers appointed by the Governor with the advice
and consent of the Senate. Five members belong
to the Bar of the Maryland Court of Appeals.
Four members are nonlawyers. All are State resi-
dents who represent the different geographical re-
gions of Maryland. Board members cannot be
State officers or employees. They serve three-year
terms. Of the initial appointees, however, three
serve one-year terms and three serve two-year
terms. Initially, the Governor designates the
chairperson who serves for three years. Thereaf-
ter, the Board annually elects a chairperson from
its voting members.

The Board appoints the Corporation's Execu-
tive Director who serves ex officio as a nonvoting
member of the Board. From among its members,
the Board also appoints a Secretary and a Trea-
surer.

The Corporation publishes an annual report
that describes its services.
