the Children's Councils examine programs, ser-
vices, and plans for children; secure and analyze
Departmental plans and budget requests affecting
children's programs and services; and review the
use and availability of Federal funds. They identi-
fy, document, and communicate the needs, re-
sources, and priorities to the local chief executive
and to the Director of the Office for Children and
Youth; and provide public information on chil-
dren's programs and services. Each Council is
appointed by the chief executive officer of that
subdivision and includes representatives of the lo-
cal departments of health, education, social ser-
vices and juvenile services, and members ap-
pointed at large. Members serve three-year terms.

The Governor's Youth Advisory Council was
created within the Department of Human Re-
sources by Executive Order in 1971. It was trans-
ferred to the Office for Children and Youth by
the Acting Governor in December 1978.
The Governor's Youth Advisory Council is
charged with communicating the concerns of
Maryland youth to the Governor, the Legislature,
and the citizenry of the State on matters involv-
ing State programs, policies, and legislation that
affect the young people of the State.
The Council consists of 115 members between
the ages of 13 and 22. One hundred are chosen at
random by utilizing a formula that insures equita-
ble distribution by age, race, sex, and geography.
Fifteen are selected by direct appointment of the
Governor. The Office for Children and Youth
provides staff assistance to the Council.

The Maryland Children's Program Awards
Committee was created to provide public recogni-
tion for television programs and stations that
have a constructive influence on youth (Chapter
335, Acts of 1975).
The Commission consists of five members
appointed by the Governor for one-year terms.
All members must be persons connected with the
upbringing and education of children. The Office
for Children and Youth provides staff assistance
to the Committee (Code 1957, Art. 41, secs.
457-459).

The State Board for Community Colleges was
established by Chapter 454, Acts of 1968, to co-
ordinate the community colleges in the State. Un-
til July 1, 1969, the Board served as an advisory
board to the State Board of Education with re-
spect to the operation, development, and func-
tioning of community colleges. After July 1,
1969, the Board assumed its statutory duties.
The Board consists of eight members. Seven
members are appointed by the Governor with the
advice and consent of the Senate for six-year
terms. One member must be a student member
appointed by the Governor upon the recommen-
dation of the Community College Presidents,
with the advice and consent of the Senate for a
one-year term of office (Chapter 537, Acts of
1973). Members of the Board are appointed for
their interest in civic and public affairs and for
their knowledge and perception in educational
matters. The Board selects its own officers and
employees.
Prior to 1974, community colleges were
governed by local boards of education. Chapter
454, Acts of 1968, provided that local boards of
education sponsoring community colleges could
request of the Governor that they be divested of
