Free Library. At least four members of the gener-
al public who are concerned with the quality of
library services also serve on the Task Force.

In 1982, the Task Force drafted legislation
which would establish a State Publications De-
pository and Distribution Center at the State Li-
brary Resource Center/Pratt Central, and create
a Commission to advise the Center in adminis-
trating a depository system. The legislation was
enacted June 1, 1982.

The Task Force presently is studying the prob-
lems of accessibility of local publications and re-
ports, and preservation of State/local government
publications and reports.

The Interim Report of the Task Force is avail-
able from the chairperson.

The Governor appointed this Commission in
1976 to undertake a complete study of the consti-
tutional, statutory, and common law provisions
concerning domestic relations and to make appro-
priate recommendations for improvement in the
law. The Commission consists of members of the
General Assembly, the Judiciary, the Maryland
Bar, and other interested citizens.

The Commission made its first report to the
Governor in January 1978. It submitted proposed
legislation. Senate Bill 604, which, with amend-
ments, was enacted (Chapter 794, Acts of 1978).
This law appears in the Maryland Code as Subti-
tle 6A of Article 3, Courts and Judicial Proceed-
ings. It affects the disposition of property upon
divorce or annulment.

The Commission's second report, made to
Governor Hughes in January 1980, contained its
second piece of proposed legislation. The Com-
mission's recommendations, with amendments,

were enacted as Senate Bill 811, which became
Chapter 575, Acts of 1980. This law affects the
respective alimony rights and obligations of
spouses. Commission recommendations on custo-
dy of children and divorce were not enacted by
the 1982 General Assembly.

The Commission is continuing its work.

DRIVER

The Governor originally appointed this task
force in 1980. Its purpose was to develop broad-
based measures to counteract the problems asso-
ciated with motor vehicle drivers who are intoxi-
cated, or whose abilities are impaired by alcohol.
The Task Force was to recommend means to im-
prove the State's ability to identify the drinking
driver, remove him from the road, attempt to re-
habilitate him, and then, if rehabilitation has been
successful, restore his driving privileges. The Task
Force also was to examine fully the use of the
probation before judgment disposition, to deter-
mine whether or not it would be appropriate to
record such a disposition on an individuals's driv-
ing record.

The 1982 General Assembly, in response to
Task Force recommendations, appropriated funds
to enhance rehabilitation and education programs
administered by the Departments of Health and
Mental Hygiene, and Transportation. The over-
sight of these rehabilitation and education pro-
grams was assigned to the Task Force and made
its principal function by the Governor in Novem-
ber 1982. At that time, the Governor extended
the period of service of the Task Force and
assigned it additional responsibilities. The Task
Force is to recommend to the courts which alco-
hol rehabilitation programs are worthy of certifi-
cation. It also will continue to monitor the effects
of enacted legislation and assess the need for new
legislative initiatives. In this regard, the Task
Force is to review the implications of the recently
enacted federal drunk driving bill.
