State Agencies

The Board licenses landscape architects who
desire to practice in Maryland. It holds examina-
tions at least once a year and determines who
may be exempt from the provisions of the law. It
may hold other meetings and hearings as re-
quired. The Board became a part of the Depart-
ment of Licensing and Regulation by Section 5,
Chapter 4, Acts of the Special Session of 1973
(Code 1957, Art. 56, sec. 277a).

Subject to the evaluation and reestablishment
provisions of the Program Evaluation Act (sunset
law), authorization for the Board continues until
July 1, 1993 (Chapter 174, Acts of 1982).

The State Board of Barber Examiners was cre-
ated by Chapter 226, Acts of 1904. Board mem-
bership was enlarged by Chapter 509, Acts of
1969, and Chapter 582, Acts of 1975. The Board
consists of seven members appointed by the Gov-
ernor with the advice of the Secretary of Licens-
ing and Regulation for five-year terms. Five
members of the Board must have been barbers
for the last five years prior to their appointment.
Two members represent the public. The Governor
designates the President, Secretary, and Treasurer
of the Board.

The Board examines and registers all applicants
for barber licenses in the State. It has authority
to appoint subboards, with the approval of the
Secretary of Licensing and Regulation, to assist
in its inspection and licensing activities.

The Board has the power to make such rules
and regulations as are reasonably necessary for
the performance of its duties (Code 1957, Art. 43,
secs. 311-325B).

Authorization for the Board continues until
July 1, 1991 (Chapter 519, Acts of 1982).

Established in 1906, the Board of Electrical
Examiners and Supervisors consists of five mem-
bers appointed by the Governor with the advice
of the Secretary of Licensing and Regulation for
two-year terms. Three members are practical elec-
tricians licensed in the City of Baltimore, one of
whom is a member of the International Brother-
hood of Electrical Workers of Maryland. The
other two members represent the general public.
All must be residents of Baltimore City. The
chairperson is appointed by the Governor.

The Board examines all persons for certificates
of proficiency as master electrician. No one may
install electrical lighting or wiring, or conductors
for electrical light, heat, or power except under
the supervision of a licensed master electrician.
The Board also adopts regulations for placing, in-
stalling, and operating electrical wires, appliances,
and apparatus in Baltimore City (Public Local
Laws of Baltimore City, 1969, Art. 3, secs. 1-18).

The Board of Professional Engineers, estab-
lished by Chapter 752, Acts of 1939, consists of
five members appointed by the Governor with the
advice of the Secretary of Licensing and Regula-
tion for five-year terms. Four members are profes-
sional engineers and one represents the public. The
engineers may be selected from lists of nominees
recommended by the Maryland Chapter of the
American Society of Civil Engineers, the Ameri-
can Society of Mechanical Engineers, the Institute
of Electrical and Electronic Engineers, and the
American Institute of Chemical Engineers.

Professional engineers wishing to practice in
Maryland must apply to the Board for a certifi-
cate. They must supply with their application evi-
dence of their qualifications both in experience
and training. The Board publishes biennially a
