The Maryland State Board of Public Accoun-
tancy was first established by Chapter 719, Acts
of 1900. Consisting of five members, the Board is
appointed by the Governor with the advice of the
Secretary of Licensing and Regulation. Three
members must be currently-enrolled certified pub-
lic accountants. One member must be a full-time
college professor in the field of accounting at an
accredited institution and hold a Maryland certif-
icate. One member must be a practicing attorney
at law. Each member serves a three-year term.
The Board examines applicants for certificates
as certified public accountants, passes on applica-
tions by certified public accountants of other states
for reciprocal certificates, and enrolls certified pub-
lic accountants and registered public accountants.
Examinations are held in May and November
of each year. The Board issues certificates to
those persons who pass the examinations or
whose applications for reciprocal certificates are
approved. The Board may for specified causes re-
voke or suspend any such certificate, registration,
or enrollment after written notice to the holder
and reasonable opportunity for a hearing. The
1970 General Assembly updated the laws that
provided for the minimum educational require-
ments to not less than a baccalaureate degree
with a major in accounting. These requirements
became effective in July 1974. The 1970 law also
gave the Board jurisdiction over professional eth-
ics (Code 1957, Art. 75A, secs. 1-23A). Authori-
zation for the Board continues until July 1, 1984
(Chapter 808, Acts of 1978).

The seven-person Architectural Registration
Board, originally established as the Board of Ex-
aminers and Registration of Architects by Chap-
ter 309, Acts of 1935, adopted its present name
by Chapter 463, Acts of 1968. Board members
are appointed by the Governor with the advice of
the Secretary of Licensing and Regulation and
with the advice and consent of the Senate for
five-year terms. The five architect appointees to
the Board must have engaged in the independent
practice of architecture for at least ten years. At
least three of the members must be graduates of
approved schools of architecture. One member
represents the public. The Governor, with the ad-
vice of the Secretary of Licensing and Regulation,
designates the chairperson.
The Board passes upon all matters pertaining
to the registration of architects in Maryland. All
persons seeking to practice architecture in the
State must submit their qualifications to the
Board or pass its examination before being regis-
tered and licensed to practice (Code 1957, Art.
43, secs. 515-28).
Subject to the evaluation and reestablishment
provisions of the Program Evaluation Act (sunset
law), authorization for the Board continues until
July 1, 1993 (Chapter 772, Acts of 1982).

The Maryland State Board of Examiners of
Landscape Architects was established by Chapter
645, Acts of 1971. The Board consists of three
members appointed by the Governor upon the
recommendation of the Secretary of Licensing
and Regulation with the advice and consent of
the Senate for three-year terms. Additional mem-
bers representing the interests of consumers may
be appointed by the Governor. The Board
chooses its own officers. Members must be regis-
tered landscape architects of recognized standing
and must have engaged in the practice of land-
scape architecture in Maryland for at least five
years prior to their appointment.
