The Juvenile Services Administration certifies
for operation within the State the public and pri-
vate institutions, organizations, and agencies that
deal with the Department in the area of juvenile
delinquency.
The Administration supervises two State train-
ing schools. It develops and promulgates regula-
tions, standards of care, and policies affecting the
operation and management of programs serving
children in these schools.
The Administration also supervises the State's
four Youth Centers for delinquent boys. These
Centers were formerly known as Forestry Camps.
Boys who could benefit from such care are trans-
ferred to the Centers from Boys' Village,
Montrose School, and the Maryland Training
School for Boys, and through direct commitment
from various State courts and jurisdictions.
The Administration supervises intake, proba-
tion, and after-care post-institutional supervision
and counseling staff to all juvenile courts. Proba-
tion and after-care are separate functions. Proba-
tion involves the supervision of youngsters who
are adjudicated delinquent but not institutional-
ized. After-care includes the supervision and
counseling of youngsters for a prescribed period
of time after their release from an institution
(Code Health-General Article, Title 6).

This Board, originally created by Chapter 126,
Acts of 1966, had its membership enlarged by
Chapter 22, Acts of 1974. The Board recom-
mends to the Director of the Juvenile Services
Administration policies and programs designed to
improve State juvenile services. The Board also
participates in interpreting Administration objec-
tives to the public as well as in planning for de-
velopment and use of resources to meet Adminis-
tration needs.
The Advisory Board consists of nine members
appointed by the Secretary of Health and Mental
Hygiene from the general public and representa-
tives of the State Department of Education, the

Mental Hygiene Administration, the Social Ser-
vices Administration, the Maryland State Police,
the judiciary, and child welfare agencies. Three
members must be between the ages of sixteen and
twenty-five and at least one must have been un-
der the jurisdiction of the Juvenile Services Ad-
ministration (Code Health-General Article, secs.
6-104 through 6-108).
BOYS' VILLAGE OF MARYLAND

This institution originally was established in
1870 as the House of Reformation for Colored
Boys (Chapter 392, Acts of 1870). In 1937 it be-
came known as the Cheltenham School for Boys
(Chapter 70, Acts of 1937). The present name
was adopted in 1949 (Chapter 692, Acts of 1949).
Boys' Village of Maryland is under the supervi-
sion, direction, control, and general management
of the Juvenile Services Administration (Code
Health-General Article, sec. 6-116). The School
provides for the care and detention of boys
awaiting further court disposition. Working in
close cooperation with the Mental Retardation
Administration, the Juvenile Services Administra-
tion has allocated one cottage for the care and
treatment of selected mentally retarded young-
sters. Facilities are also available for both day
and in-residence treatment and education for
emotionally disturbed boys referred from the
school systems of Prince George's, Calvert,
Charles, and St. Mary's counties.

The J. DeWeese Carter Youth Facility, a deten-
tion facility for ten boys and five girls, serves the
entire nine counties of the Eastern Shore. The fa-
cility opened on September 7, 1982 (Code Health-
General Article, see. 6-116).
