The Alcoholism Control Administration, creat-
ed by Chapter 746, Acts of 1976, succeeded the
Division of Alcoholism Control of the Mental
Health Administration.

The Alcoholism Control Administration serves
as a clearinghouse for information relating to al-
coholism. It develops, encourages, and fosters
statewide, regional, and local plans and programs
in the field of alcoholism. It provides technical
assistance and consultation to all political subdi-
visions of the State with respect to programs for
prevention and treatment of alcoholism and reha-
bilitation of alcoholics.

The Alcoholism Control Administration .also
seeks out the assistance of public and voluntary
health, education, welfare, and rehabilitation
agencies in a concerted effort to prevent and treat
alcoholism. The Administration encourages alco-
holism rehabilitation programs in businesses and
industries in the State (Code Health-General Ar-
ticle, Title 8).

The Advisory Council on Alcoholism Control
was created in the Alcoholism Control Adminis-

(ration by Chapter 746, Acts of 1976. The Council,
which selects its own officers, advises the Admin-
istration on various matters, including the formu-
lation and execution of the comprehensive intoxi-
cation and alcoholism control plan.

The Council consists of twenty-four members
appointed by the Governor for three-year terms.
It includes representatives from the courts, police,
probation authorities, clergy, labor, management,
beverage control, the beverage industry, legal and
medical groups, and others (Code Health-General
Article, sec. 8-304).

The Assistant Secretary for Health exercises
overall departmental responsibility for the organi-
zation, management, and direction of the Juvenile
Services, Laboratories, Preventive Medicine, and
Aged and Chronically 111 Administrations. The
Assistant Secretary also provides administrative
support and guidance for the Department of
Postmortem Examiners.

The Assistant Secretary for Health assures ap-
propriate development and implementation of
policies, procedures, regulations, and standards
that ensure delivery of improved health services.
The Assistant Secretary promotes a high degree
of collaborative working relationships within the
Department.

Created by Chapter 126, Acts of 1966, the De-
partment of Juvenile Services is the central coor-
dinating administrative agency for juvenile inves-
tigation, probation, and after-care services and for
State juvenile diagnostic, training, detention, and
rehabilitation institutions. The Director is ap-
pointed by the Governor upon the recommenda-
tion of the Secretary of Health and Mental Hy-
giene. The Deputy Director is appointed by the
Director with the approval of the Secretary.
