The Assistant Secretary for Environmental Programs has been charged with the responsibility to in-
tegrate and consolidate the State's environmental protection programs, which have been organized into
four cohesive units: Air, Water, Waste, and Community Health Management Programs.

The Assistant Secretary for Administration, with the necessary staff and operating officials, provides
timely and responsive supporting services to all levels of the organization.

The Secretary of Health and Mental Hygiene is also responsible for the direction and coordination
of numerous boards, commissions, and various citizen advisory groups, the majority of which are ad-
ministered by the Assistant Secretary for Health Regulation and Policy Analysis. The Department also
encompasses various offices, which perform department-wide services of a specialized nature. Their per-
sonnel report directly to the Secretary and Deputy Secretary.

Informational brochures and other publications that would be of interest or useful to the general
public are available from the various subdivisions within the Department of Health and Mental Hy-
giene. These may be obtained either at no cost or for a small fee by contacting the appropriate admin-
istration.

The Office of the Attorney General serves as
the legal adviser to the Secretary and the Depart-
ment of Health and Mental Hygiene.

RELATIONS

The Governmental Relations Office conducts
legislative liaison between the Department of
Health and Mental Hygiene, the Maryland Gen-
eral Assembly, and the U.S. Congress, and evalu-
ates pending legislation that affects Departmental
activities. The Office also maintains pertinent le-
gal data on health legislation and assists in devel-
oping, coordinating, and presenting Departmental
initiatives and responses associated with the legis-
lative process.

This office directs the public affairs activities of
the Department, coordinating all such activities
with appropriate departmental officials and local

health officers. The Office also arranges special
events and disseminates employee information.

The Board of Review was created by Chapter
77, Acts of 1969 (Code 1957, Art. 41, secs.
206-206C). Its seven members are appointed by
the Governor. The Board serves in an advisory
capacity and hears appeals as provided by law.

Local health departments provide services to
the residents of the State through their staffs of
public health nurses, sanitarians, and other health
workers. The Local Health Administration pro-
vides consultation and assistance to local health
officers in the development of programs to meet
the needs of the population served.
