A Safety Glazing law was adopted by Chapter
116, Acts of 1973. It required the use of safety
glazing in all hazardous locations after July 1,
1973. This was an updating of a previous less re-
strictive law. Administration of this law is
performed by the Codes Administration (Code
1957, Art. 41, secs. 266GG-1 to 266GG-6).

The Statewide Building Energy Utilization Act,
adopted in 1978, authorizes Codes Administra-
tion to develop statewide standards for energy
conservation in new buildings. The regulations
became effective on June 29, 1979 (Article 41,
sec. 257M).

The Industrialized Building and Mobile Homes
Act of 1971 prescribed that certification and in-
spection of industrialized buildings and mobile
homes be done in part by accredited local en-
forcement agency personnel. The Act authorized
the Secretary of the Department of Economic and
Community Development to establish a program
of training and accreditation of such personnel
(Chapter 662, Acts of 1971). In order to assist
the Secretary of Economic and Community De-
velopment to certify code enforcement inspectors,
the Maryland Industrialized Building and Mobile
Homes Code provides for the appointment of a
Code Enforcement Certification Board by the
Secretary.

The Board consists of nine members. Three are
certified code enforcement officials and one mem-
ber each is chosen from the following groups and
agencies: licensed architect, registered engineer,
representative of the Department of Economic
and Community Development, educator, member
of the Advisory Commission on Industrialized
Building and Mobile Homes, and a building in-
dustry representative. The Board recommends
standards for certification of code enforcement
personnel, examines and certifies qualified appli-
cants, reviews qualifications for certification, and
revokes certification where warranted. It keeps re-
cords of all its proceedings, maintains a current
list of certified code enforcement officials, and re-
ports annually to the Secretary (Code 1957, Art.
41, sec. 266EE-4).

Established in 1978, the Advisory Commission
on Energy Utilizationin Buildings makes recom-
mendations to the Secretary of Economic and
Community Development on the promulgation of
statewide energy utilization guidelines and their
application (Chapter 332, Acts of 1978). The
Commission is composed of fifteen members
appointed by the Secretary who serve without
compensation. Commission members represent
the building code enforcement agencies, architec-
tural and engineering professions, public utilities,
the commercial construction industry, legislative
bodies of local government, and the general pub-
lic.

The Advisory Commission on Industrialized
Building and Mobile Homes was created in 1971
(Chapter 662, Acts of 1971). It makes recommen-
dations to the Secretary of the Department of
Economic and Community Development on the
promulgation and enforcement of rules and regu-
lations prescribing standards for industrialized
building units and mobile homes. The same Act
provided for the inspection of the manufacturing
facilities and the assemblies being produced.

The Commission consists of fifteen members
appointed by the Secretary of Economic and
Community Development who serve at his plea-
sure. Members serve three-year terms. The Com-
mission includes representatives of industries and
professions involved in the development and con-
struction of industrialized buildings and mobile
homes, persons selected from building code en-
