PARREN J. MITCHELL, Seventh District, Democrat. Born April 29, 1922, in
Baltimore. Attended Morgan State University, A.B., 1950; University of Maryland,
M.A., 1952; University of Connecticut, graduate work in sociology. Sociologist.
Served as a commissioned officer in the U.S. Infantry; received purple heart and oth-
er awards and citations. Executive director, Maryland State Human Relations Com-
mission, 1963; executive director, Baltimore Community Action Agency, 1965. For-
mer college professor, Morgan State University. Recipient of numerous awards and
honors, including honorary Doctor of Social Science degree from University of
Maryland Eastern Shore, 1971; Doctor of Humane Letters, Coppin State College,
1971; Doctor of Humane Letters, Morgan State College, 1973. Unmarried. Member
of U.S. House of Representatives since 1971. House at Large Whip; member, Com-
mittee on Banking, Finance, and Urban Affairs (chairman. Subcommittee on Domes-
tic Monetary Policy; member. Subcommittee on General Oversight and Renegotia-
tion and Subcommittee on Consumer Affairs); Committee on Small Business
(member, Subcommittee on Minority Enterprise and General Oversight; chairman,
Task Force on Minority Enterprise; member, Subcommittee on Access to Capital
and Business Opportunities); Joint Economic Committee; Congressional Black Cau-
cus (chairman. Subcommittee on Minority Economic Development and Housing).

GLADYS NOON SPELLMAN, Fifth District, Democrat. Born March 2, 1918, in
New York City. Attended George Washington University; Graduate School, Depart-
ment of Agriculture. Public school teacher. County commissioner, Prince George's
County, 1962-1970; chairman. Board of Commissioners, Prince George's County,
1971-1974. Appointed by President Johnson to Advisory Commission on Intergov-
ernmental Relations, 1967; president. National Association of Counties, 1972; chair-
man, Prince George's County General Hospital Board of Trustees, 1962-1970. For-
mer chairperson, Washington Suburban Transit Commission; vice-president,
Metropolitan Washington Council of Governments; member, Washington Metropoli-
tan Area Transit Authority; numerous other national, State, and regional boards and
commissions. Vice-chairman, U.S. Congress's freshman "Class of '74 ;" former re-
gional whip in U.S. House of Representatives, and currently member of the Execu-
tive Committee of the Democratic Study Group. Member of U.S. House of Repre-
sentatives since 1975. Member, Committee on the Post Office and Civil Service since
1975 (chairperson, Subcommittee on Compensation and Employee Benefits); Com-
mittee on Banking, Finance, and Urban Affairs since 1975; Democratic Steering and
Policy Committee since 1979; Committee on Small Business since 1980. District of-

Encompassing: Baltimore County Election Dis-
tricts 3, 5-8, 10-12, 14 and 15; that part of
Election District 2 consisting of precincts 1-10,
12-17, 19 and 22; that part of Election District

4 consisting of precincts 6-9; and that part of
Election District 9 consisting of precincts 1-8,
17-23, 32, 34-54.

Baltimore City Ward 27, precincts 86-90,
103-105, and Ward 28, precinct 2B.

THIRD DISTRICT

Population, 1970: 490,340

Encompassing: Baltimore City Wards 1-4, 21-26,
precincts 1-4, 7-14 of Ward 6, precincts 1-3, 25
and 26 of Ward 8, precincts 1-5, 26-31 of Ward
9, precincts 1-4, 21-24 of Ward 12, precinct 13
of Ward 20, precincts 1-77 of Ward 27.

Baltimore County: That part of Election District
1 that consists of precincts 9-16, 21-32; Elec-
tion District 13; and precincts 9-16, 24-31, and
