ate rules and regulations, to provide for and con-
duct examinations of applicants, to determine fi-
nancial need, and to select the scholarship
recipients (except the Senatorial scholarship pro-

The Interagency Committee on Public School
Construction was established under the "Rules,
Regulations, and Procedures for the Administra-
tion of the School Construction Program," first
adopted by the Board of Public Works on June
29, 1971, in accordance with Education Article,
sec. 5-301.
Thereunder, the responsibility for State supervi-
sion of school construction activities was assigned
to a tri-agency committee composed of the State
Superintendent of Schools, the Secretary of the
Department of State Planning, and the Secretary
of the Department of General Services.
This committee is known as the Interagency
Committee on School Construction with the State
Superintendent of Schools serving as chairperson.
Each of the three participating agencies fur-
nishes staff to the committee. The Executive and
Deputy Directors are appointed by and work un-
der the direction of the committee. These two ex-
ecutives plus the business operations staff are em-
ployees of the Board of Public Works.
Each school system in the State submits to the

Interagency Committee by January 1 of each year
its capital improvement program for the follow-
ing fiscal year, plus an updated continuing five-
year plan.
The committee either approves, defers, or mod-
ifies a school system's proposal in consultation
with local school board staff. The committee sub-
mits with recommendations a consolidated state-
wide capital improvement program to the Board
of Public Works, which acts at a special public
meeting in February. The bond authorization or
loan responding to the approved allocations is
made by the Maryland General Assembly.
The appropriations for the expense of admin-
istrative operations are included in the annual
budgets of the Board of Public Works, the State
Department of Education, the Department of
State Planning, and the Department of General
Services.

The Council's mandate is to advise the Board
of Public Works on the impact of State Programs
on the City of Annapolis and its immediate envi-
rons with a view toward the enhancement and
preservation of the Annapolis area. With the ap-
proval of the Board of Public Works, the Council
is to act in matters involving the acquisition,
management, and disposition of any real property
where the purpose of the State's involvement is to
enhance or protect the character of the Annapolis
area. The Council's charge also includes manag-
ing and maintaining the Paca House and Gar-
dens. The chairperson of the Council is appointed
by the Board of Public Works (Code 1957, Art.
78A, secs. 14A and 14D; Art. 41, sec. 181E).
